JOB CONTEXT :

The Myanmar Thailand (MyTh) program involves all HI’s pillars (Armed Violence Reduction, Emergency and Development) and was created in 2016 with the merge of 2 already existing missions, setting up cross border initiatives to integrate the return of refugees from Thailand to Myanmar as part of its regional strategy.

 

In Thailand, HI started working in 1984 and first focused its actions on the delivery of mobility and assistive devices to Thai and Burmese landmine/ERW victims. HI currently implements activities in the camps of Burmese refugees on the Thailand/Myanmar border and in three thematic areas: Rehabilitation, Disability and Social Inclusion (DSI) including inclusive child development, implemented in 5 camps and Risk Education (RE), implemented in 9 camps.

 

HI’s first activities in Myanmar were in the frame of the Cyclone Nargis’s response, from October 2008 to December 2009. Following the ratification of the CRPD by the Myanmar authorities, HI reopened a mission in Myanmar in 2014 and signed a Memorandum of Understanding (MoU) with the Ministry of Social Welfare in September 2015. In 2017, a MOU with the Ministry of Health and Sport was also signed to cover activities under health sector. HI in Myanmar covers its entire mandate from emergency to development and going through Armed Violence Reduction (Humanitarian Mine Action). HI is part of several consortia and coordination mechanism including Health, Protection and Disaster Risk Reduction Clusters. In addition, HI coordinates with the National Victim Assistance Technical Group, gathering national and international actors under the umbrella of the National Mine Risk Working Group (MRWG) chaired by the Ministry of Social Welfare, Relief and Resettlement (SWRR).

 

The Senior Managers’ Team is composed of the Regional Director, the Thailand Country Manager, the 2 coordinators of the operations, the Regional Support Service Coordinator and the Technical Unit Manager. Communication among the SMT is frequent via skype and email and quarterly meetings are held in Mae-Sot, Bangkok or Yangon.

 

YOUR MISSION:

The Inclusion Technical Coordinator is a new position, in charge of the Myanmar Disability Inclusion Unit and under the management of the Technical Unit Manager. The position is dedicated to Myanmar projects, with links and collaboration with the Thailand teams to ensure coherence and comprehensive approaches.

 

As Inclusion Technical Coordinator, you are responsible to ensure the quality of Inclusion interventions and to carry out the capacity building and training of HI inclusion team as well as ensuring the integration of HI inclusion approach in other HI projects. You are also responsible to externally support the humanitarian community in the definition and implementation, monitoring and evaluation of inclusive practices within their emergency/humanitarian/development responses.

In terms of work relationships, you will receive technical support from HQ Technical Referent, and will be in direct management & coordination of the Disability Inclusion Team, in-country.

 

In this framework, your responsibilities are:

  • Mission Inclusion strategy
  • Internally, technical support, capacity building of HI inclusion Team and support HI projects to ensure inclusive HI practices at all phases of project cycle
  • Externally, support humanitarian actors to strengthen their operational capacity to deliver inclusive humanitarian response
  • Team management and internal coordination
  • Representation and external coordination
  • Reporting

 

YOUR PROFILE :

  • You have a degree in Humanitarian Action/ Development studies or social fields (anthropology, psychosocial, sociology, protection..) – a physical Therapy background is a real asset
  • You have at least 3 years of experience in NGO in emergency context, in project management
  • You have proven experience in projects related to Inclusion and Protection
  • and you demonstrate skills in advocacy related to disability and vulnerability issue with NGOs, preferably in emergency context
  • You have training & capacity building skills
  • you have excellent interpersonal and intercultural skills, diplomacy sense and are patient and resilient
  • you are fluent in English (oral & written)

 

CHARACTERISTICS OF THE POSITION :

The security situation in Yangon is good. Travels to some sites require authorization and to follow security rules.

All main goods and facilities are available. Frequent daily planes to Bangkok for emergencies or leisure.

The expatriate community is big and diverse. Living conditions are comfortable. The traffic can be intense. Taxi service is available everywhere and reimbursed when used for working reasons.

 

CONDITIONS:

The position is submitted to fundings

    • Starting date : 01/09/2019
  • Length of the contract: 16 months

 

  • Employee status, according to experience :
  • Salary from 2757€ gross/month regarding the experience of the candidate
  • Perdiem : 441,45 net/month
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year
  • R&R : 1 day per month
  • Status : position open to couples/families/unaccompanied
  • Housing : individual taken in charge by HI
