JOB CONTEXT :

The socioeconomic crisis in Venezuela continued to deteriorate throughout 2018, leading to further collapse of services, deterioration of health facilities, food security, and nutrition among the population, and one of the biggest mass displacements in South America’s history. According to UNHCR at least 2.5 million Venezuelans have left the country since 2014, though other sources estimate that this figure could exceed 4 million, including nearly 2 million in Colombia. The fallouts of the crisis across the region have increased proportionally: 3.4 million migrants/refugees are registered in neighboring countries (Colombia, Peru, Ecuador, Brazil and other Latin-American and Caribbean countries), as well as in the US and in Europe, according to UNHCR-IOM.

The economic crisis is amplified by the deepening political crisis. Since 23 January 2019, the situation in Venezuela has entered into a more acute phase of the crisis, following the self-proclamation of the President of the National Assembly as Interim President and the introduction of new economic sanctions by the US.

HI intends to respond by implementing an intervention through local partners, with the aim to improve the living conditions of the most vulnerable Venezuelan, including persons with disabilities, by ensuring access to inclusive and quality services & livelihoods through a multi-sectoral response. The response will include inclusive humanitarian action; rehabilitation and MHPSS support as well as food distribution. HI’s intends to open its Venezuelan’s mission from June 2019.

 

YOUR MISSION:

Under the supervision of the Operations Manager, the Inclusion Technical Coordinator will be in charge of launching the inclusion component of the project, aiming at enhancing the inclusion of persons with disabilities in the humanitarian response. To achieve the result, the following activities will have to be set:

– Analysis of contextualized risk factors and factors of discrimination for persons with disabilities in the humanitarian response and production of briefing notes on the barriers and facilitators to inclusion of persons with disabilities in the humanitarian response

– Sensitization and/or capacity development of humanitarian stakeholders and community resource persons about non-discrimination and disability-inclusion

– Provision of ad-hoc technical support to a certain number of key humanitarian partners to ensure the design/delivery/monitoring and evaluation of humanitarian services inclusive of person persons with disabilities

The inclusion component of the project will be implemented with a local partner.

 

In close link with other sectors and with the Operation Manager, the Inclusion Technical Coordinator will also actively participate to the continuous assessment and analysis of the context, needs, gaps and resources to make technical recommendation in the development of the mission strategy.

 

More specifically, in the context of the opening of the program, the objectives of the Inclusion Technical Coordinator will be to:

  • Define the inclusion strategy for the program;
  • Frame the Inclusion component from a technical perspective;
  • Formalize capacity building plan for the local implementing partner;

 

YOUR PROFILE :

  • You hold an Advanced Degree / diploma in Humanitarian Action/Development studies or social fields (anthropology, psychosocial, sociology, protection, public health)
  • You have proven experience of training and technical supervision in field of inclusion with NGOs
  • You have experience in disability mainstreaming projects in humanitarian action in different sectors of intervention and over different phases of humanitarian response
  • You demonstrate a good understanding of persons with disabilities’ rights, and other vulnerable groups ; you are familiar with principles and frameworks that promote inclusive humanitarian action for persons with disabilities
  • You have experience in advocacy related to disability inclusive humanitarian action and other cross-cutting approaches (including integrated protection, age, gender, etc.)
  • Strong communication and interpersonal skills is expected
  • You are fluent in Spanish AND in English OR French
  • You are able to work under high pressure and show a good level of autonomy and initiative

 

CHARACTERISTICS OF THE POSITION:

You are based in Caracas, there is certain level of security to respect:

– Movement restrictions (from 6:00 a.m. to 6:00 p.m.)

– Curfew from 10:00 p.m.

– For road trips, convoy movement and movement tracking.

– Confinement in case of protests and blackouts

– Identification of prohibited areas

Currently, the country is also facing several power cuts that could lead to additional restrictions on movement.

Nevertheless, housing and offices will be located in secure sectors of Caracas, with a security system, and it is possible to travel around the city of Caracas, have dinner and lunch outside and find leisure activities

 

CONDITIONS:

  • Starting date : July 2019
  • Length of the contract: 6 months

 

  • Employee status, according to experience :
  • Salary from 2757 € gross/month regarding the experience of the candidate
  • Perdiem : 400 € net/month
  • Hardship allowance : 250€ net/month
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year
  • R&R : 5 days every 3 months
  • Status : unaccompanied position
  • Housing : Collective taken in charge by HI
