JOB CONTEXT :

HI has been registered and operational across Iraq since 1991, implementing development programming in the governorates of Dohuk, Erbil, Suleymaniyah and Halabja, in order to advocate for the rights of persons with disabilities and improve their access to services through support to Disabled Persons Organisations (DPOs). Since 2014, HI has scaled up its interventions in Iraq to respond to the humanitarian needs generated by the capture of territory by the IS-group, subsequent military operations and the widespread displacement of Iraqi populations. HI has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across Ninewa, Kirkuk, Baghdad, Sulemaniyah and Diyala Governorates.

 

In line with HI Iraq’s Operational Strategy for the period 2017-2020, the global objective of HI programming in Iraq is to Enhance the protection and resilience of conflict-affected communities in Iraq; an objective achieved through an operational framework of three central pillars:

  • Arms Risk Reduction: Reduce the impact of the Conventional Weapon (CW) and Improvised Explosive Devices (IED) for conflict-affected populations through Risk Education and land release
  • Health: Improve access to specific services for the most vulnerable people whose physical and functional and/or psychological integrity is compromised, through the provision of physical rehabilitation and Mental Health/Psychosocial Support (MHPSS) services
  • Access to Essential Services: Ensure equal access to essential services, protection and basic needs for all conflict-affected populations, including persons with disabilities

 

These pillars are complemented by three cross-cutting themes: a comprehensive approach to mine action, inclusion mainstreaming and protection mainstreaming. Drawing on its experience in inclusion mainstreaming in different areas of intervention, HI is now also starting to implement inclusive livelihoods programming.

 

 

YOUR MISSION:

Under the direct responsibility of the Operations Coordinator, you will be responsible for:

  1. Proposal Development and Grant Management:
  • Coordinate Proposal Development and Donor Reporting, liaising with different departments, scheduling tasks, and providing guidance to relevant staff members to ensure timely and high quality inputs;
  • Liaise with the Operations Officer based at HQ to maintain an updated grant follow up tool that is disseminated regularly to all relevant staff members
  • Participate in strategic planning exercises and follow up for the Mission and in internal meetings on new project designs;
  • Maintain updated soft copies of all grant management documents in HI’s grant portfolio (Own Cloud folders);
  • In coordination with the various heads of departments, monitor implementation of programs to ensure they are in accordance with donor and HI internal regulations
  • Support the Operations Coordinator and Country Director and in any other tasks, if required; etc.

 

  1. Representation and Donor Relations:
  • Support the Operations Coordinator and Country Director in the management of donor visits and in donor relations;
  • Representation in Donor Meetings, in collaboration with the Operations Coordinator and Country Director; etc.

 

  1. Donor compliance and promotion of accountability and best practices:
  • Provide technical guidance on HI and donor regulations to ensure compliance within operations, program implementation, and reporting. Raise compliance issues proactively with program staff and the senior staff in relevant departments;
  • Keep senior management informed of any projected inabilities to meet contractual obligations, report submission, and liaise with Support Services department on budget and procurement issues that have implications on donor compliance, such as spend rates, significant budget variances and goods disposal. Also, be able to proactively mitigate risks through proposing remedial solutions, such as informing donors or raising timely modification requests;
  • Organize regular grant opening meetings and support grant closing processes for all relevant staff members / departments to ensure coherence in the understanding of the grant’s design across departments and bases, as well as to promote sharing of achievements and lessons learned.

 

  1. Field Visits and Capacity Building:
  • Regularly visit field offices in order to work directly with program staff on the development of proposals and to maintain an in-depth understanding of HI’s program activities and operations context;
  • Offer training and capacity building support to all staff members of the organization, as well as to HI partners’ staff on program development and reporting, as well as on HI’s program specific documents.

 

The position will require some travel to the areas of intervention, where HI teams are working in IDP camps, health facilities and the communities in areas of Iraqi Kurdistan, Kirkuk, Nineveh, Diyala, Anbar and Baghdad if visas are issued.

Expériences / Formation du candidat At least 3 years of experience in humanitarian/emergency contexts, with significant experience in proposal development and grant management.

Experience working with and knowledge of donor guidelines/compliance, including ECHO, GAC, EU/DEVCO, German MoFA, OCHA/IHF, DGD, OFDA.

Advanced planning, assessment, writing and analytical skills.

Strong writing skills in English are compulsory. Fluency in spoken English.

Knowledge of Arabic and/or Kurdish is an asset.

Excellent communication and networking skills.

Good organisational skills, co-ordination and the transfer of knowledge.

Knowledge of computers and Microsoft applications. Strong skills in editing and formatting.

Strong interpersonal and intercultural skills.

Motivated by constant programme adaptation to an evolving context.

Ability to work under high pressure and in a tense context with strict security measures.

Position based in Erbil, where there is an active social life and most facilities are available.

The security context remains fluid and movement restrictions can be introduced on an ad hoc basis.
