Handicap International- Humanity & Inclusion (HI) is an independent and impartial international solidarity organization, which intervenes in situations of poverty and exclusion, conflicts and disasters. Working alongside people with disabilities and vulnerable populations, it acts and speaks out to meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

The network of eight national associations (Germany, Belgium, Canada, the United States, France, Luxembourg, the United Kingdom and Switzerland) works constantly to mobilize resources, to co-manage projects and to spread the principles and actions of the organization.

CONTEXT:

The number of fatalities from armed violence is estimated to be over half a million people killed every year. Increase use of armed violence through explosive weapons, improvised explosive devices and small arms and light weapons affects civilian populations with a longer term impact. Starting from a basic statement that all people affected or threatened by armed violence shall have their rights fully respected in accordance with international law and their protection assured by relevant and timely actions through all phases of the crisis and beyond is a challenge that HI embraces through it strategy.

International, national and localized comprehensive actions to reduce the impact of conventional weapons are a vital hallmark of the HI’s unique comprehensive approach and scope of intervention to bridging the humanitarian-development nexus. To protect and fulfil the rights of conflict affected people, HI has started some years ago to expand its activities from the five pillars of mine action to also include actions aiming at reducing local, national and global level armed violence.

As armed violence transcends separate sectors, a comprehensive cross-sector response is needed. This requires HI practitioners to think outside their particular programming mandates and to consider the entirety of the challenges at hand. Complex situations require comprehensive approaches. HI implements a so-called Comprehensive Models to Mine Action (CAMA) and to Armed Violence Reduction (AVR) to maximize the benefits of a given project to contribute to a world where people can lead safe and fulfilling lives in peaceful and inclusive communities.

To achieve the above, HI is recruiting a dynamic, creative and bilingual (French and English) AVR Policy & Development Manager to support the operational development of our comprehensive approach to Armed Violence Reduction.

Under the responsibility of the AVR Technical Director, the PDM will have three main objectives:

  • Influence decision-makers, donors and  other major stakeholders  to adopt a comprehensive model to reduce the impact of arms on the civilian population  in their political and budgetary agenda and promote the vision that HI is their natural partner
  • Supporting the development and expansion of Humanitarian Mine Action and Armed Violence Reduction operations in existing or new programmes.
  • Manage HQ-based Project officers (2), Policy lead and Development support officer, bringing forward HI AVR’s identity and brand in Policy and Partnership and Proposal development.

This is a full-time position. The successful candidate will travel internationally, including to Europe/North America as well as to countries of intervention.

MAIN RESPONSIBILITIES:

  • Donor and Stakeholder influence 

Influence donors and major stakeholders to ensure Comprehensive Approaches to Armed Violence Reduction is in their political and budgetary agenda and that HI is their natural partner

  1. Contribute to the definition and enforcement  of a policy and development strategy to promote HI’s technical expertise in AVR, including supporting Policy lead in advising mainstream stakeholders and donors, promoting HI’s technical assistance in AVR, including to advise other AVR actors and donors to fulfil the SDG obligations of ‘leaving no one behind’ in the context of armed violence; on adopting a comprehensive approach to AVR through targeted awareness-raising, side-events, training and/or influencing criteria for funding.
  2. Influence international cooperation stakeholders’ policies and priorities so that they better reflect and include the AVR sector priorities in their guidance frameworks, budgets and calls for proposals.
  3. Influence and actively participate in major mainstream networks to raise the profile of CA-AVR, and influence the major global stakes of AVR. Participate in donor trends analysis on HMA and AVR funding opportunities and propose influence tactics
  4. In close collaboration with HI staff throughout the federation, coordinate analyses of innovations, donor trends analysis on AVR’s funding opportunities and propose influence tactics and support the identification of opportunities for fundraising, strategic alliances and/or consortia to develop and expand technical assistance in AVR; identifying opportunities for development of partnerships and/or consortium with NGOs, Institutions, corporate on technical priorities or important topics his/her sectorial scope
  5. Represent HI internationally with HMA/AVR stakeholders and relevant donors on AVR-related policy, operational implementation, deployment of partnerships and business development
  6. Contribute to advocacy initiatives within the sector, in collaboration with HI advocacy unit and the AVR Policy Lea
  • Support Development of Comprehensive Approach to AVR proposals and key consortia.

In line with the federal strategy and the sector strategic orientations and plan of action:

  1. Consolidate (with the Policy Lead and the AVR Specialist) a community of practice on AVR Policy & Development with Field specialists, Field Policy Officers and Field Development officers.
  2. Support field teams during concept note development and full proposal development, and provide technical support and assistance in response to new countries who have an interest in developing AVR
  3. Act as the key focal point for pursuing and developing multi-country major HMA/AVR funding initiatives, Contribute to the identification of new donors & the transformation of major opportunities under his/her scopeAct as the business development focal point for the Federation for specific HMA/AVR donors, attend donor meetings to provide operational information alongside any National Association as required
  4. Work with the Institutional Funding Division to develop appropriate and fit-for-purpose business development tools for planning, applying for and managing grants.
  • Management 
  1. Embodies HI’s values on a daily basis.
  2. Understands the strategy, makes it explicit, translates it into operational objectives for his or her team, leads the necessary changes. Gives meaning to each management action. Encourages inter and intra departmental exchanges of practice. Encourages innovation and risk-taking.
  3. Organizes the operational management of his or her team, structures the work around identified processes, steers performance and facilitates the resolution of problems.
  4. Contributes to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensures compliance with the code of conduct of institutional policies, the state of mind and the expected individual and collective behaviour.

You work on a day-to-day basis with a large range of actors within the HI structure, including:

Armed Violence Reduction technical unit;

HQs Operation staff;

Advocacy, communication and institutional fundraising teams;

Programme teams, remotely and during direct programme support missions.

Expériences / Formation

DESIRED PROFILE:

University Degree, preferably Master’s Conflict/Security issues, International Development, International Relations or other relevant subject.

  • Significant expertise and experience in all areas linked to the project cycle: project design, proposal writing, budget development, project start-up and implementation, managing stakeholder relationships etc.
  • Significant experience in designing strategy and forging partnerships in a broad range of contexts
  • Work experience within the humanitarian/development sector including field experience in fragile / conflict-affected countries, including at least 5 years of experience in Humanitarian Mine Action / Weapons & Ammunition Management / Armed Violence Reduction and related disciplines.
  • Ability to design projects and write successful proposals for a broad range of institutional donors requiring technical and operational detail
  • Ability to co-ordinate and work with multi-disciplinary teams as well as a variety of people and organizations
  • Established leadership skills
  • Strong interpersonal and professional communication and negotiation skills
  • Willingness to undertake ad-hoc travel to a range of countries including fragile / conflict-affected states
  • Ability to develop new resources or adapt existing resources in order to make them evolve and / or adapt them to the context when necessary (can identify and respond to nexus emergencies / development issues).
  • Knowledge of how to help employees progress: developing the autonomy of employees

Language skills : You are fluent in English, good working knowledge in French is an asset.

Ability to speak and write in other languages (Arabic, Spanish) at an advanced level is an advantage

Salaire

  • Type of contract : fixed term contact
  • Additional benefits: luncheon vouchers and health insurance
  • Working hours: 39 hours a week with 22.5 days of RTT (work time reduction) to be taken each year
  • 5 weeks of annual leave
