JOB CONTEXT:

HI has been working in Palestine since 1996. An office was open in Jerusalem in 2007 to run the activities in Palestine. Sub-offices have been set-up in Gaza and Ramallah. The situation in the Occupied Palestinian Territories has been for decades a succession of conflicts, tensions, war strikes and some more quiet phases. Today, it remains quite volatile, with serious discrepancies in the regions and in time (with some peaks of tensions and some moments of relative calm).

In terms of sectors of intervention, the mission has developed itself around rehabilitation, livelihood, inclusive education, and support to disabled people’s organisations (DPOs). The DPO support components are actually integrated in sectorial projects rather than through dedicated projects.  West Bank has been expanding to new sectors thanks to continuous exchanges with the Gaza counterpart. There is scarcity of humanitarian funding in the WB, therefore most projects are development projects.

Since 2017, HI has been running an ambitious 3 year Livelihood project (EU funded) implemented in both Gaza and West Bank. The project is implemented directly by HI in Gaza and with a partner in West Bank. Since early 2018, this project is complemented by a 5 year multi sectorial programme of action (livelihood, education and rehabilitation) funded by MoFA Luxemburg. While building on the outputs of previous projects focusing on ILD (inclusive local development, 2014-2017), this programme is mostly focus on Inclusive Education. A new 2 year Education project (founded by OFID) is about to start. The main partner in education project is the Ministry of Education and Higher Education (MoEHE).

YOUR MISSION:

Under the responsibility of the Country Manager based in Jerusalem, you contribute to the implementation of the Regional Programme Framework (RPF). You will promote and support the best internal functioning of the West Bank office in Ramallah, the teams and structures at the service of the smooth and quality implementation and impact of the actions and presence of HI in the West Bank.

You work also in close collaboration with the Support Services Department in Jerusalem and with the other Field Coordinator based in Gaza where (partly similar) projects are implemented. You will also work in very close collaboration with the Regional Coordination Team (RCT) in particular with the Regional Technical Unit (RTU) and its coordinator, but also the Regional Human Resources Coordinator (RHRC) and the Regional Finance Coordinator (RFC), all based in Jordan.

In this framework, your main duties are:

  • Strategic development and donors’ collaboration direction
  • Communication and coordination

YOUR PROFILE:

You have:

  • Advance degree in relevant field (development, humanitarian, disability or related)
  • Minimum of 5 years of professional experience in development or humanitarian contexts
  • Minimum of 3 years of experience in coordination positions.
  • Strategic managerial and organisational skills
  • Strong team and HR management capacities
  • Analytical and problem solving skills
  • Ability and motivation to build capacity and/or train others
  • Risk management (safeguarding of beneficiaries, security, finance, donors, etc.)
  • Partnership management
  • Security management
  • Knowledge of donor strategies and rules
  • Advanced writing and speaking capacities in English

Previous experience in working in Middle East would be an asset.

CHARACTERISTICS OF THE POSITION:

Position is based in Ramallah; frequent travel is to be expected to Jerusalem, as well as within the Middle-East (ME) region when required, especially to Amman, Jordan, where the regional office of the HI Middle East program (MEReP) is located. The highly sensitive political situation of the occupied Palestinian territories (oPt) will require the jobholder to adapt quickly and to remain very cautious with personal opinions on the situation. Despite some demanding elements of context (security constraints, limitations of movements…), professional experiences in West Bank and in Palestine generally are exceptionally interesting and rewarding.

CONDITIONS:

  • Starting date : 15th of July 2019
  • Length of the contract: 12 months
  • Salary from 2752 € gross/month regarding the experience of the candidate
  • Perdiem : 701€ net/month
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year
  • R&R : 1 day per month
  • Status : position open to couples/families
  • Housing : Individual taken in charge by HI
