JOB CONTEXT:

Handicap International in Afghanistan currently operates projects both with partners and directly, these are managed by about 265 national staff in five locations, three bases and Kabul main office.

HI works in the following sectors:

  • Victim Assistance
  • Disability advocacy and awareness
  • Capacity Building of Disabled People and Survivors Organizations
  • Physical rehabilitation and physiotherapy
  • MHPSS
  • Socio-economic inclusion
  • Mine risk education
  • Emergency Response

Advocacy is a growing theme for the Programme, notably Handicap International is an active member of the Agency Coordinating Body for Afghan Relief (ACBAR) based in Kabul.

DISABILITY INCLUSION WORKING GROUP:

Acknowledging the need to protect and enhance the rights and opportunities of persons with disabilities across Afghanistan, UN Agencies, national and international NGOs strongly supported the launch of a national Disability Inclusion Working Group (DIWG), an inter-agency and inter-cluster technical working group that was established for the first time in the country in April 2021. The DIWG aims to support the humanitarian and development system in advancing disability issues in Afghanistan. The goal is to bring together a range of actors directly or indirectly working to provide assistance to and opportunities for persons with disabilities.

The post is instrumental for raising HI technical profile by building capacities of DIWG member partners as well as clusters operating in the country to enhance inclusion and advocate for the rights and opportunities of persons with disabilities in the country.

Technical support is needed for the Disability Inclusion Working Group in the coordination, development and implementation of cross-sectoral inclusive humanitarian action and inclusive development in Afghanistan.

HI in Afghanistan is then looking for his/her Disability Inclusion Working Group Coordinator for 12 months

YOUR MISSION:

As Disability Inclusion Working Group (DIWG) Coordinator, you work under the responsibility of the Afghanistan Programme Director. You contribute by further strategizing and leading the activities of the DIWG implemented at national level and facilitating HI’s contribution. You, alongside co-chairs, plan and coordinate meetings, ensuring external representation of the DIWG and technical support to WG member partners, clusters and other WGs present in the country, closely liaising with organizations working with and for persons with disabilities.

Stakes of the post

  • Analysing interest, gaps and entry-points for promoting inclusive coordination through the DIWG and the humanitarian coordination groups and updating the DIWG strategy and approach accordingly
  • Strategize, coordinate and support partners to adapt and development and sharing pathways, tools and learnings for enhancing disability inclusion in the humanitarian response and in cross-sectoral disability approaches and interventions
  • Strategize and support the development/adaptation of strategies and tools to enhance availability and quality of disability data in Afghanistan and facilitate access of partners to capacity development materials and learnings
  • Analyse barriers for meaningful participate and strategize and coordinate the Advocacy with national and international stakeholders to enhance meaningful participation of, rights and opportunities of persons with disabilities and their representatives
  • Update and steer the formulation of the action plan with indicators and adjust it to the changing context of the country
  • Enhance the national stakeholders and local OPDs and networks of persons with disabilities to be groomed for future leading roles in the DIWG

In this part your main responsibilities will be:

  • To support the DIWG in internal coordination and collaboration with clusters, working groups and other stakeholders
  • External representation and advocacy
  • Capacity building and advocacy

YOUR  PROFILE:

  • You hold a Master’s degree in international development, development studies, international cooperation and Humanitarian action, disability studies, sociology or anthropology….
  • You have at least 5 years’ experience working in humanitarian preparedness, emergency response coordination and programming, risk reduction and response with focus on disability inclusion
  • You show proven experiences in inter-agency coordination and familiarity with the cluster system
  • You have experience in strategizing and developing tools and learning for inclusive programming
  • You have experience working on disability inclusion capacity development and awareness rising,preferable in sectors of protection, health, livelihood
  • You have previous experience working in fast-paced environments, under pressure and in sometimes challenging working conditions. You are used to live in collective accommodation
  • You master written and oral institutional communication in English

CHARACTERISTICS OF THE POSITION:

Movements and operational environment will be very restricted in the short to medium term, with opportunities to improve as the Government Settles. Very limited recreational and leisure activities are available.

Freedom of movement is limited in all bases and expatriates always travel in cars with accompanied national staff member all the time adhering to security protocols.  It is expected that expatriates may be confined to the guesthouse frequently.

The office and the guesthouse in Kabul are located with most NGOs around.

Accommodation is in a secure and spacious guesthouse, close to the office, with other expatriates. It has independent rooms; however, acceptance of collective life is required.

  • 12 months International contract starting from 1st, December 2021
  • The international contract provides social cover adapted to your situation:
  • Unemployment insurance benefits for EU nationals
  • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
  • Medical coverage with 50% of employee contribution
  • Repatriation insurance paid by HI
  • Salary from 2757 € gross/month upon experience
  • Perdiem: 456,01 € net/month – paid in the field
  • Hardship: 500 € net/month paid with your salary
  • Paid leaves: 5 days every 8 weeks out of the country and 5 days remote work possible
  • R&R: 5 days every 6 weeks
  • Position: unaccompanied
  • Housing: Collective taken in charge by HI
