Humanity & Inclusion (HI) is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in more than 60 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

The HI network is an organisation made up of a Federation (with 2 operational HQs in Lyon and Brussels), 8 national associations (Germany, Belgium, Canada, United States, France, Luxembourg, United Kingdom and Switzerland) and the HI Institute on Humanitarian Action. All these entities work concertedly to implement HI’s international aid and development mandate.

The Federation is responsible for implementing the network’s social missions in around sixty countries. It operates under the names “Humanity & Inclusion” or “Handicap International” depending on the country.

YOUR MISSION:

Reporting to the Regional Director – Latin America Program, the Country Manager based in emergency context in Latine America contributes to the implementation of Humanity & Inclusion’s mandate and 10-year strategy within his/her geographical scope. He/she ensures the optimal quality and impact of the projects implemented in his/her country by means of a delegation system with appropriate control mechanisms. With all HI Directors and through paradigm changes, he/she shares responsibility for the sound management and effective functioning of the global organization.

JOB DESCRIPTION

General mission:

The Country Manager is the legal representative in the country for the whole of HI, both internally and externally, and promotes the excellent reputation and positive image of HI.

  • He/she is responsible for developing and implementing the project part of the Regional Programme operational strategy for the country in which he/she is based
  • He/she contributes to organizational transformation in line with the Simplification, Shared Services and ROOTS projects. In the event of an emergency, he/she takes responsibility in accordance with the response framework defined.
  • Under the guidance of the Technical Unit, regional MEAL and Support Service managers, and deploying all appropriate tools, he/she ensures the monitoring of operations in the country, as well as financial control, compliance with HI policies and frameworks (in particular HI Project Monitoring & Evaluation policy) and respect of contractual engagements towards donors.
  • He/she actively monitors and analyses developments in the context in his/her geographical area in order to identify risks and opportunities, and proposes actions to the Regional Director.

Responsibility 1:  Management

  • Is the manager (direct report) of an operational team composed of the country’s project managers
  •  Fosters a team spirit and team working to ensure the necessary synergies and exchanges of good practices between project managers, regional managers and with HQ colleagues. · Based on the programme’s human resources strategy (in the StratOp), sizes and plans the human resources needs for the projects in the country. · Recruits and contributes to the professional development, autonomy and well-being at work of the project managers in the country: in liaison with the corresponding professional channels and the regional Human Resources manager, sets formalized individual objectives, ensures coherence between HI’s needs and the competencies and motivation of his/her teams, develops and monitors a skills development plan, evaluates individual performance, contributes towards the professional and career development of his/her reportees . · Acknowledges individual and collective efforts and performance. · Embodies and transmits HI’s values, ensures respect of its code of conduct and institutional policies, is vigilant with regard to and individual and collective behaviors, and applies disciplinary measures when necessary. · Coordinates the daily working interactions between project managers and support teams (technical and shared services, functional links), in order to facilitate project implementation in the country;
  • Conduct regular project reviews with project managers and the regional TUM, MEAL unit and support services. · Attends the Programme Steering Committee meeting conducted by the Regional Director
  • Steers organizational transformation, in particular through managerial and work practice change and continuous improvement of working processes.

Responsibility 2: Contribution to the programme’s operational strategy and HI frameworks & regulations

  • Contributes to the development of the programme’s operational strategy, and its implementation and annual monitoring for his/her country, in liaison with the Regional Director.
  • In addition to the evaluation of ongoing projects, contribution to context and sector analysis, contribution to fundraising strategy, resource sizing, the M&E tool…
  • Contributes, with his/her portfolio of projects and donor data, to the annual monitoring of the StratOp and to next year’s programme planning (namely support missions and evaluations).
  • In the event of a crisis/emergency, implements the framework and set-up decided by HI Operations Director.
  • Implements the project part of the programme’s operational strategy, including fundraising and resource planning:
  • Sizes and plans the necessary resources, recruits the project managers (ensure competencies adapted to the projects’ challenges and ambitions), develops and monitors their skills development plan, in liaison with the corresponding professional channels and the regional Human Resources manager. · Contributes to the fundraising strategy defined in the programme’s operational strategy: – Within the operational framework defined in the StratOp, identifies and transforms funding opportunities in the country, conducts the design and drafting of new projects (country scope) and contributes to the design, drafting and fundraising of major multi-country projects (under the responsibility of the TUM). – Develops regular contacts with donors at field level and liaises with the Regional Director to ensure coherency with overall programming and fundraising strategy. – In liaison with the Regional Technical Unit Manager, identifies and develops local partnerships and/ or consortia with NGOs, institutions and companies on technical priorities or important topics in the country/region. · Optimizes the allocation of resources at country level, and plans accordingly (including support missions) in liaison with the Regional Director.
  • Ensures the deployment of and compliance with HI’s global frameworks, institutional policies and Standards. These include the mandatory reference frameworks (HI Mission & Values, HI Theory of Change: Access to services, etc.), all HI’s institutional policies (Security / Code of Conduct and Protection / Bribery prevention / PME and Project Quality Framework / Age-Gender-Disability), all institutional directives and processes; delegation thresholds; security levels
  • Ensures financial control and monitoring of projects under his/her responsibility:

consolidation, control and reporting to the Regional Director on operational and organizational aspects for the country (dashboards, corrective measures, unrestricted fund consumption, etc.)Fiche de function

  • Ensures technical quality standards are applied on the projects, and monitors the

implementation of evaluations and donor audit recommendations at country level.

  • Facilitates internal audits (operational, financial and organizational), and ensures the

implementation of their recommendations.

  • With regard to potential opportunities and risks, contributes to the monitoring and analysis of current developments in the country, in liaison with the Regional Director.
  • At country level and in liaison with the Regional Director, implements the analysis and monitoring of risks & opportunities related to HI’s presence and activities; implements the risk mitigation actions decided by the Regional Director; and ensures the implementation of a humanitarian watch and (when decided by the Regional Director) of an emergency preparedness plan in the country. · In liaison with the Regional Director and the regional Security Advisor, implements the security plan and contributes to building a culture of safety & security at country level.

Responsibility 3: Legal representative

  • He/she is the legal representative in the country for the whole of HI, both internally and externally, and promotes the excellent reputation and positive image of HI. This includes:
  • Employer’s representation responsibilities and compliance with local employment legislation. · Communications on behalf of HI, in liaison with the Regional Director. · Representation of HI vis-à-vis local, national, traditional, political, military and diplomatic authorities and bodies. · Representation of HI vis-à-vis international organizations and coordination mechanisms & systems. · Negotiation, signing and monitoring operational partnerships, in liaison with the Regional Director

Expériences / Formation

YOUR  PROFILE:

  • You hold a Master Degree in social sciences, public health, humanitarian action, project management, or other relevant field
  • You have at least 5 years of professional experience in managing humanitarian projects
  • You have experience in emergency contexts and unsecure environment
  • You have excellent communication skills in Spanish and either French or English, oral and written
  • You show excellent managerial capacities
  • You are well organized, flexible, motivated, and able to work under pressure

  • The international contract provides social cover adapted to your situation:
    • Unemployment insurance benefits for EU nationals
    • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI
  • Salary from 2986 € gross/month upon experience
  • Perdiem: 443,45 € net/month – paid in the field
  • Hardship: 500 € net/month paid with your salary
  • Paid leaves: 25 days per year;
  • R&R: according to the level of the mission Level 2: 5 days every
  • Position: unaccompanied
    • Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)
    • Mission of more than 12 months : a child allowance of 100€ per month, per child (from the second child) paid in the field
  • Housing: Collective taken in charge by HI
