HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT :

Since 2014, HI’s Libya mission was managed remotely from neighboring Tunisia. In mid-2018 however HI began a phased redeployment of international staff, with 4 out of 8 expatriates now formally based in Misrata. Regular and programmed visits are required by all other international staff to Libya to support programme activities and ensure a close follow up and training of national staff. Ultimately, all international staff should be relocated to Libya during the course of 2019.

From operational bases in Tripoli and Misrata, and Benghazi from the last quarter of 2018, HI is currently implementing a humanitarian programme with the following activities:

  • Provision of comprehensive rehabilitation services including physical therapy and psychosocial support for persons with disabilities or injuries, and distribution of assistive devices as required;
  • Capacity building, technical support and donations of assistive devices and/or materials and equipment to health partners (hospitals and rehabilitation centres);
  • Training on inclusion principles to other humanitarian actors and health workers;
  • Provision of Risk Education to conflict affected communities on the risks and effects caused by mines and explosive remnants of war (ERW);
  • Clearance and destruction of ERW in post-conflict areas

YOUR MISSION:

Reporting to the Regional Director for Morocco – Tunisia – Libya based in Tunis, you contribute to the implementation of Humanity & Inclusion’s mandate and 10-year strategy within your geographical scope. You ensure the optimal quality and impact of the projects implemented in Libya by means of a delegation system with appropriate control mechanisms. Specific objectives of this position will be to maintain a real team working spirit, stabilize mission steering processes, secure additional mid or longer term funding. You manage 6 people directly within a team of 75 people.

In this framework, your main duties:

  •  You are the legal representative in Libya for the whole of HI, both internally and externally, and you promote the excellent reputation and positive image of HI.
  • You are responsible for developing and implementing the operational/programming part of the Regional strategy for Libya.
  • You contribute to organisational transformation. In the event of an emergency, you take responsibility in accordance with the response framework defined.
  • Under the guidance of the Technical Unit, regional MEAL and Support Service managers, and deploying all appropriate tools, you ensure the monitoring of operations in the country, as well as financial control, compliance with HI policies and frameworks (in particular HI Project Monitoring & Evaluation policy) and respect of contractual engagements towards donors.
  • You actively monitor and analyses developments in Libya in order to identify risks and opportunities, and proposes actions to the Regional Director.

YOUR PROFILE :

  • You hold a degree in administration, management, social science, political science, geopolitics.
  • You have at least 5 years’ experience as program or country manager
  • You have a proven experience in team management
  • You master Written and oral communication English
  • You have an experience in management and leadership of multi-cultural and multi-sector teams, on-site and remotely
  • You demonstrate strong analysis (geopolitics, environment, relations) and ethical positioning
  • You like negotiation and representation (internally and externally), networking and fundraising
  • You show strong management skills.
  • You are able to lead the change.
  • You have excellent interpersonal skills
  • You have a previous experience in security management in volatile context.

A previous experience in Libya and/or in the region as well as good command of French would be assets.

CHARACTERISTICS OF THE POSITION :

Libya’s security is fluctuating and prone to violent conflict erupting at any moment, as it is suffering from a lack of a consolidated government since 2011. International staff are based in Misrata and accommodated in a compound composing a shared guest house/office with other expatriates and should expect isolated living conditions with movement restrictions and a curfew in place. Very limited opportunities exist for socializing however a small number of other expatriates from other NGOs are based in Tripoli and Misrata.

CONDITIONS:

Starting date : October 2019

Length of the contract: 12 months

  • Salary from 2972 € gross/month regarding the experience of the candidate
  • Perdiem in Libya: 704€ net/month
  • Hardship allowance in Libya only : 500€ net/month
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year
  • R&R : 5 days every 6 weeks
  • Status : position unaccompanied
  • Housing : Collective taken in charge by HI
