HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT :

HI has been working in Colombia since 1986, with an emergency response to the Armero landslide, and has had a permanent presence in the country since 1998. HI promotes respect for the rights of people with disabilities with a special focus on improvised landmine and ERW victims and their families. HI Colombia currently focuses on five areas of intervention: physical rehabilitation, psychosocial support, socio economic inclusion livelihoods and protection. Moreover, the organization strives to empower people with disabilities in the design and implementation of public policies.

 

A regional response to immediate emergency needs of migrants from Venezuela has taken shape in 2019 in alliance with DRC and Pastoral Social (Colombian Caritas). The Program also implements directly some actions.

 

In direct link with this emergency response, in July 2019, HI opened the program in Venezuela under the leadership of the Emergency Division. Around March 2020, Venezuela will be transferred to the Geographic Division based in Brussels and will become an affiliated country within the Regional Program.

 

A Latin America Regional Program is currently under construction and will be hosted by Colombia with 3 affiliated programs (Cuba, Venezuela and the Andean program gathering Bolivia, Peru and Paraguay with on-going activities and Ecuador without any presence yet). The regional program will be set up in January/February 2020.

 

In the region HI’s activities on mine action, physical rehabilitation, psychosocial support, socio economic inclusion livelihoods, protection, inclusive disaster risk reduction, and inclusive humanitarian action. Moreover, the organization strives to empower people with disabilities in the design and implementation of public policies.

 

YOUR MISSION:

 

Under the line management of the Operation Manager in Colombia and in close coordination with Direction, Logistics, Finance and Human Resources Departments, the Senior Project Manager contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where he/she is based. He/she ensures optimal quality and impact of the projects implemented in the country by means of a delegation system with appropriate control mechanisms. With all HI managers, and through paradigm changes, he/she shares responsibility for the sound management and effective functioning of the global organisation.

 

Responsibility 1: Management
1.1 Line-manages the project’s team members
1.2 Organises and leads regular team meetings
1.3 Manages the recruitment and selection of new team members
1.4 Ensures strict application and respect of the programme’s Internal Regulations by the project team

Responsibility 2: Expertise
2.1 Provides the technical expertise for his/her project a. Ensures that the activities implemented comply with international technical norms and standards
2.2 Helps to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Division
2.3 Manages relationships with technical authorities, local partners or other stakeholders

Responsibility 3: Implementation and Monitoring
3.1 Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures
3.2 Ensures project data management
3.3 Ensures project reporting
3.4 Prepares and steers project evaluation and capitalisation

Responsibility 4: Influence & Communication
4.1 Contributes to HI’s external influence by participating in relevant networks
4.2Communicates on the project to partners, authorities and stakeholders when relevant

Responsibility 5: Strategy & business development
5.1 Contributes to programme or country operational strategy (StratOp)
5.2 Drafts new project proposals for the continuity or expansion of the project
5.3 Contributes to the drafting of new proposals for new opportunities

  

YOUR  PROFILE :

  • You hold a degree in a field related to the job (humanitarian, Sciences Po, etc.)
  • You have at least 3 years of professional experience in project management and 2 years of experience in your professional field
  • You master understand the different schools of thought and explanatory models of disability, human rights frameworks, strategies for fighting exclusion and discrimination
  • You have excellent communication skills, oral and written, in English and Spanish
  • You can negotiate and manage problems and conflicts
  • You can represent the organization externally, mobilising and supporting different groups of stakeholders (families, communities, local authorities, etc.)
  • You are able to plan, monitor and evaluate activities of your projects
  • You like to be a part of a team/network, discuss with multi-disciplinary teams
  • You can manage stressful situations and uncertain environment

CHARACTERISTICS OF THE POSITION :

  • Position based around 50 % of time in Bogota and 50 % of time in the field: Riohacha, Cucuta, Barranquilla, Medellin
  • Working languages: English and Spanish mandatory

CONDITIONS:

  • Starting date : 15/06/2020
  • Length of the contract: 2 years
  • Salary from 2215 € gross/month regarding the experience of the candidate
  • Perdiem : 455€ net/month
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year
  • R&R : 1 day per month
  • Status : position open to couples/families
  • Housing : Individual housing in Bogota taken in charge by HI
