The Region is known as the East African Region, encompassing 3 countries (Kenya, Rwanda, and Uganda). While the regional set up of the structure is ongoing, the three countries each have vibrant programmes, with experienced staff and strong presence in both humanitarian and development context. HI in Kenya and Rwanda have been operational since the early 1990s, and Uganda since 2017. All three countries implement a number of projects under similar technical domains such as Rehabilitation, Mental Health and Psychosocial Support, Inclusive Education, Livelihoods and Resilience but each also have their own specific technical focus in other areas. All 3 countries work with local partners, and ensure strong advocacy on the rights of persons with disabilities.

JOB DESCRIPTION :

The regional programme hub is based in Kampala, Uganda. Currently, the Regional Director and the structure of the regional office, including the regional positions will be progressively set up. The Regional Logistics Manager will be one of the first positions created due to the importance of developing and driving the regional Logistics set up and standards throughout the region, but also because of the technical support required by the missions.

The Regional Logistics Manager will drive the Logistics set-up of the new region, responsible for setting up the standard systems, procedures and policies for the regional structure, as well as ensuring the countries in the regional program are aligned to the new structure, with the requisite training and coaching of the Logistics staff to ensure efficient functioning. The Regional Logistics Manager will also be responsible for the roll out of the new Logistics Information System (LINK) at regional and country level

As part of the re-organization, the Regional Logistics Manager will also be expected to oversee the Logistics Department for the Uganda programme. Management of the team, ensuring strong compliance of systems and procedures, and training of the logistic staff will be a requirement. Furthermore, improving the operational logistics in support of the field activities will be a key responsibility of this position.

Fluency in French and English will be an essential requirement.

Reporting to the Regional Programme Director and in collaboration with HQ services, the Regional Logistics Manager ensures the efficient management of logistical resources for the region and country for which s/he is responsible. S/he is the point person for the Regional Programme Director and as such informs him/her of any problems and suggests solutions within his/her scope of responsibility.

S/he participates actively in the phased reorganisation of HI in the field as part of the ROOTS project. S/he is a key player in the rollout and implementation of HI’s logistics standards, consisting in a reworking of the positioning of logistics at HI and the assertion of the principle of the professional channel.

PROFILE SOUGHT :

Qualification(s):
•Master’s Degree in the relevant fields of Logistics, Procurement, etc..
•Proven expertise in Operational Logistics

Experience :
•More than 10 years experience in the Logistics Field with increasingly higher levels of responsibility
•More than 5 years working experience in management of teams in humanitarian or development programs
•Previous experience with HI
•Demonstrated capacity building and training of teams
•Previous experience working in humanitarian/ development programs in Africa
•Previous experience in remote control programs
•Experience setting up systems and procedures in new structures

CONDITIONS :

• Starting date: 15/02/2021
• Length of the contract: 36 months
• Salary starting from 2800 € (gross) / month, adjusted regarding the experience of the candidate
• Perdiem: 494 € (net)
• Insurances: medical health coverage, retirement planning, repatriation
• Paid holiday: 25 days per year
• R&R: standard, meaning 1days earned by month in the limit of 11 per year
• Status: family/ couple posting possible
• Housing: individual housing fully covered by HI
