Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT :

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 11.7 million people are currently affected by the crisis in Syria, including about 6 million IDPs, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Eight years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

From its main coordination’s office in Amman, HI is managing a large humanitarian program from three different hubs (Beirut, North-West and North-East), along three main pillars:

  1. Support to health partners (hospitals, psychosocial support centers, local NGOs) for the provision of multidisciplinary rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) and standalone psychosocial support services, through training, technical supervisions and donations of assistive devices and/or equipment;
  2. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and non-technical survey of hazardous areas;
  3. Livelihoods assistance, with a combination of cash for work, vocational training, small grants for businesses and apprenticeships;
  4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

YOUR MISSION:

Under the responsibility of the Country Director based in Amman, you contribute within the country where you are based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. You ensure the coordination of program planning, grant management, and target and budget allocations of the projects implemented in the country, through a delegation system with appropriate control mechanisms. You contribute to representation and coordination in consortia. You share with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

You manage a team of 3 people (1 Grant Coordinator, 1 Grant Officer and 1 Partnership Specialist/Officer) and you have regular contacts for programming and grant management with 12 PMs in the mission across 3 operational hubs and 4 sectors.

In this framework, your main responsibilities are :

  1. Management:
  • Be the manager of the programming unit
  • Steer organization transformation, in particular through managerial and work practice change and continuous improvement of working processes.
  1. Contribution to the Programme’s Operational strategy
  • Contribute to the development of the Programme’s Operational Strategy and to its implementation and annual monitoring
  • Implement the project part of the Programme’s Operational Strategy
  • Ensure sound monitoring of projects under your responsibility
  1. Program support
  • Ensure design, dissemination and appropriation of programming guidelines and tools across the mission
  • Support Hub Managers and Technical Specialists in developing and monitor the competence development plans of the project managers
  • Provide ad hoc support to individual project managers
  1. Coordination in consortia
  • Act as primary representative of HI in the Syria Resilience Consortium (SRC)
  • In relation to the consortium, redistribute internal tasks and share relevant information among the concerned stakeholders in HI’s Programme.
  • Perform similar functions and/or support other colleagues in internal and/or external coordination in other future consortia or collaborations with other INGOs at country level.

YOUR  PROFILE :

You have:

  • a Master’s degree in related field
  • More than 6 years working experience as project manager, program/business developer, Program Coordinator, Head of Programs or similar background
  • Considerable work experience in programming in multi-site, multi-sector programs, for humanitarian and/or development programs
  • Experience of working with implementing partners
  • Experience of working with INGO and experience of working with teams of people with varying experience of program development

A previous experience with HI or a working experience in humanitarian programs in Middle East is an asset.

CHARACTERISTICS OF THE POSITION :

You are based in Amman, Jordan is a relatively safe and secure country where the situation/context does not require having heavy security procedures.

Indeed, in the past 12 years of presence in Jordan, the security level remains at 2 for most of the time; this is due to its proximity to countries in conflict or involved in wars. The health conditions are really good in Jordan, with a complete access to high quality medical care in Amman (hospitals, pharmacies, labs, X-ray, IRM, all specializations doctors), allowing international staff to have a safe stay in country including with families and babies. However, Jordan also faces some regular difficulties and possible tensions could be expected due to the regional situation, especially in the close-by countries.

CONDITIONS:

  • Starting date : from April 2020
  • Length of the contract24 months
  • Salary from 2757 € gross/month regarding the experience of the candidate
  • Perdiem : 650€ net/month
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year
  • R&R : 1 day per month
  • Status : position open to couples/families
  • Housing : individual taken in charge by HI
