Handicap International is an independent and impartial international solidarity organization, which intervenes in situations of poverty and exclusion, conflicts and disasters. Working alongside people with disabilities and vulnerable populations, it acts and speaks out to meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

The network of 8 national associations (Germany, Belgium, Canada, the United States, France, Luxembourg, the United Kingdom and Switzerland) works constantly to mobilize resources, to co-manage projects and to spread the principles and actions of the organization.

CONTEXT:

The Social Development & Social Protection sector tackles social exclusion. This concept goes beyond economic poverty and deprivation, and is understood as a social disadvantage for groups and individuals, linked to a lack of access to resources, participation in social and economic activities of a society and limited opportunities for personal growth. Through strengthened social work practices, social services and inclusive sports, culture and leisure activities, we work towards increased access to services and social participation of persons with disabilities and vulnerable people.

As Disability Inclusive Social Protection Policy and Development Officer, you will be part of the Social Development & Social Protection sector, together with the Global Specialist for Social Development & Social Protection based in Brussels, and will report directly to the Director of the Social & Inclusion unit based in Lyon. You would bring new skills and expertise to this expanding area and support the Social Development & Social Protection sector with the development of new projects, leading specifically on larger scale project development, inclusion technical assistance, and research.

OBJECTIVES: 

As Disability Inclusive Social Protection Policy and Development officer, you provide technical support and engage in communication and advocacy in disability inclusive social protection, respecting HI’s mandate, policies and technical positioning. Your main aim is to develop and expand the HI’s profile and impact through:

  • Developing new business development opportunities and promoting HI’s disability inclusive social protection technical positioning approaches, know-how and expertise in relevant mainstream networks with the objective to form alliances and consortia.
  • To support on the development of technical assistance to mainstream organizations, policy makers, and states, by developing the content of new projects, and providing technical expertise and capacity building to HI staff (so they are better able to propose technical assistance to mainstream organizations).
  • Contributing to influencing donor and stakeholder policies including states, practices and budget priorities to improve inclusion of people with disabilities and vulnerable people in social protection;

This is a full-time position. The successful candidate will regularly travel internationally, including to Europe/North America as well as to countries of intervention. In all the areas of responsibility below, the successful candidate will work closely with Global Specialist for Social Development & Social Protection, but will take a lead on the overall business development aspect.

MAIN RESPONSIBILITIES:

Your main responsibilities are:

  1. Having an expertise in Disability Inclusive Social Protection
    • Support the development of the Social Development & Social Protection policy paper.
    • Participate in the development of guidance, lessons learnt and communication documents
    • Follow a small number of flagship projects
    • Support field teams carrying out Disability Inclusive Social Protection Technical Assistance Projects.
  1. Business Development and Technical Assistance opportunities
    • In close collaboration with the Institutional Funding team identify major opportunities and set priorities in terms of business development in terms of disability inclusive social protection.
    • Produce and lead the development of larger scale projects
    • Develop a business development strategy within the Social Development & Social Protection sector
    • Support field teams with business development strategies where relevant.
    • Mobilise financial resources
    • Carry out donor mapping, analysis and recommendation of donors
    • Maintain solid relationships with donors and approach new donors and foundations
    • Build relationships and links with FPDCs (for profit development corporations)
    • Promote HI’s technical positioning, approaches, know-how and expertise in relevant networks
    • Identify and develop global partnerships and/or major consortium with NGOs, institutions and companies on technical priorities or on important thematic issues.
    • Contribute to identifying opportunities in terms of innovation or research projects, develop project proposals, and lead on some key projects
  1. Policy influence
  • Alongside the Social Development & Social Protection Global Specialist, influence donors and major stakeholders to ensure inclusion is in their political and budgetary agenda and that HI is their natural partner.
  • Identify opportunities for strategic alliances and/or consortia to develop and expand technical assistance in disability inclusive social protection.
  • Contribute to the definition and enforcement of a communication and advocacy strategy to promote HI’s technical expertise
  • With support from the Social Development & Social Protection Global Specialist, influence international cooperation stakeholders’ policies and priorities
  • Participate in the analysis of donor trends in (disability inclusive) social protection funding opportunities and suggest ways of influencing this.
  • Actively participate in major mainstream social protection networks (such as the USP 2030 Global Partnership for Universal Social Protection) and other global networks and working groups to raise the profile of disability inclusion in social protection.

Expériences / Formation

  • You hold a Masters University degree in Social Sciences, Economics, International Relations, or another related technical field.
  • You have a minimum of 5 years of relevant professional experience in social policy, social services, social protection or disability inclusion.
  • You have an experience of working in multicultural contexts (preferable low / middle income country contexts).
  • You have a strong understanding and experience of grant and business development proposal processes and a strong background experience in networking, building partnerships and policy development in the field of social policy, and more specifically social protection.
  • You have an experience in working with the private sectors and commercial contracts on tenders for technical assistance
  • You have a strong experience in communicating key ideas to a wide audience (e.g. developing briefs)
  • You have practical hands on experience in working with persons with disabilities or Organizations of Persons with Disabilities (OPDs).
  • Having a background or familiarity with linking Social Protection and Cash and Voucher Assistance and Shock Responsive Social Protection is an asset.
  • Having a prior experience as a member within social protection networks and good knowledge of key donors’ priorities and requirements would be a plus.
  • You have strong analytical, organizational and problem solving skills and you are able to work well under pressure.
  • You have excellent written and oral communications and networking skills.
  • You are able to work independently within a team
  • You are fluent in written and spoken English (compulsory) and can technically speak and write in French (highly desirable) and other languages (Arabic, Spanish etc. preferable)
