CONTEXT OF THE MISSION
HI is present in Mozambique since 1986, implementing various projects in humanitarian and development contexts.
HI participated in the relief operations in 2013 after floods in Chokwe Gaza Province where food packages were procured and distributed to over 300 families in the accommodation centres with support from HI staff in coordination with INGC, Social Action department and the Social Protection cluster. HI is also part of a multi-sectoral team of emergency coordination in the component of social protection representing the demands and specific needs of people with disability. As such, HI mandate ensures that principles of protection and accountability are also mainstreamed in its interventions.
Currently, HI’s presence is recognized in Beira and Tete through the consortium CHEMO and through additional interventions. Activities held with local partners encompass rehabilitation, inclusive protection and education in emergencies among others.
On March 13th, 2019, the Government of Mozambique issued a Red Alert calling for urgent emergency humanitarian assistance to address the multifaceted impacts of the floods. The United Nations and humanitarian partners in Mozambique have appealed for US$40.8 million to provide critical emergency relief to the vulnerable populations who have been affected by Tropical Cyclone IDAI. It is therefore essential to provide immediate assistance to persons affected by the disaster while simultaneously engaging the target communities for future resilience.
HI strategy of intervention consists in multisector response with emergency livelihood, ATLAS logistics platform as well as emergency protection services (awareness sessions and PSS support).
DESCRIPTION DE POSTE :
This position consists in leading the emergency livelihood strategy in its first stage, in order to ensure proper and timely delivery.
MAIN RESPONSABILITIES OF THE EXPATRIATE:
1/Project launch, implementation, monitoring:
-S/he ensures proper assessment and selection of beneficiaries
-S/he ensures identification of site distribution and preparation of distribution
-S/he ensures proper coordination with partners of the consortium and local authorities
-S/he monitors the evolution of the humanitarian context within the project’s area of implementation; you propose adjustment of intervention if needed
-S/he ensures the coherence and the homogeneity of the project under her/his responsibility (methodologies, indicators and results follow up)
-S/he informs his/her line manager of any relevant issue related to the project implementation
-S/he is responsible for the budget lines under her/his management, and provides with forecasts on these budget lines on a monthly basis
-S/he is responsible for eligibility and good utilization of funds allocated to the project under your management
-S/he anticipates the logistic needs of the project and ensures with the logistic department the availability and quality of the material

PROFIL ATTENDU :
QUALIFICATIONS:
-Diploma in management and/or development studies, social action (Grandes Ecoles degree, Master’s degree in social sciences, international law, international relations, etc.)
EXPERIENCE:
-2 years professional experience in implementing and supervising emergency projects
-experience of emergency livelihood
-experience organizing distributions
-experience with HI an asset
SKILLS:
-perfect knowledge of written and spoken both in english
-experience of working with multidisciplinary and multicultural teams
-knowledge of portugese a strong asset
PERSONAL QUALITIES:
-proactivity, leadership, flexibility, responsivness, autonomy and ability to manage multiple deadlines simultaneously
-capacity to handle pressure environment and emergency setting
LANGUE(S) DE TRAVAIL :

CONDITIONS :
• Starting date: ASAP
• Length of the contract: 3 months
• Contract: salaried contract from 2350€/month (gross) depending on experience
• Per-diem: 500,60€/month (net) paid directly in the field
• Hardship: 500€/month (net)
• Insurances: medical health coverage, retirement planning, repatriation
• Paid holiday: 25 days per year
• Accommodation: collective housing fully covered by HI
