MISSION CONTEXT

Since the offensives of the group Islamic State (IS) in 2014, Iraq has been facing an internal armed conflict and a double humanitarian crisis, with high numbers of Iraqi internally-displaced people (IDPs) and Syrian refugees in need of humanitarian assistance In 2015, 2016 and 2017 the ongoing armed clashes have caused further waves of displacement.
In parallel, the economic and political crisis in Iraq is hampering the delivery of medical and socio-economic services, complicating the access and increasing the vulnerability of the general population, and in particular of persons with disabilities, all over Iraq
In addition, Conventional Weapons (CW) and Improvised Explosive Devices (IEDs) continue to impose a devastating human toll in Iraq. In contaminated areas, local populations, IDPs and returning populations are all at risk of death and injury.

WORKING ENVIRONMENT

Handicap International (HI) started its activities in Iraq in 1991.
The program currently implemented in Iraq includes three main components:

  • Long-term development projects: support to civil society, access to services, awareness campaigns, community-based rehabilitation.
  • Emergency response for Internally Displaced Persons and vulnerable host communities (rapid protection assessments, provision of physical rehabilitation and psychosocial support services).
  • Mine Action component: risk education, victim assistance, non-technical survey and clearance operations

Since 2014, HI has scaled up its intervention in Iraq to respond to the humanitarian needs generated by the capture of territory by the ISIS-group, subsequent military operations and the widespread displacement of Iraqi populations. HI has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across 5 different Governorates.

JOB DESCRIPTION

GENERAL INFORMATIONS
Line-manager: Country director
Funding body(ies): Approx. 10 different donors
Size of budget: Approx. 11 million EUR
Duration of funding (project): From 6 months to 2 years
Size of team: 300 national staff, 35 international staff
Number of persons directly managed: 4

Under the direct responsibility and support of the Country Director, you will be responsible for

• Development and implementation of HI’s operational strategy for humanitarian, mine action and recovery/development programs in Iraq;
• Provide overall supervision and oversight of all HI’s programming in Iraq;
• Regular analysis of progress against operational outputs and monthly budget reviews (in coordination with the Support Services department), and corrective action taken when necessary
• Ensure the coordination and standardization of the programme across bases, reviewing management systems and proposing appropriate improvement;
• Coordinate strongly with the Technical Unit Coordinator and Technical Unit on qualitative aspects of programming (including staff training);
• Ensuring external representation at national level in relevant sector meetings, and replace the Head of Mission when needed in his/her representation duty;
• Conduct regular global meetings and workshops on operational aspects of the program in Iraq;
• Management and guidance of the HI operations team under your responsibility
• In coordination with the support services department, hold overall responsibility for operational compliance with donor and HI guidelines and procedures

Your general mission is to provide overall coordination and oversight of HI’s humanitarian, mine action and recovery/development programming in Iraq.

SPECIFICITIES

SECURITY
•  Low level of insecurity in Erbil, medium to high in intervention’s areas.
• Position based in Erbil, where there is an active social life and most facilities are available.
• The position will require frequent travel to the areas of intervention, where HI teams are working in community resources centres, IDP camps, health facilities and the communities in areas of Iraqi Kurdistan, Kirkuk, Nineveh, Diyala, Anbar and Baghdad. The security context remains fluid and movement restrictions can be introduced on an ad hoc basis.

FAMILY CIRCUMSTANCES: position open to single profiles or couple profiles

PROFILE SOUGHT

Qualifications/training: 

  • A Master degree in Political Sciences, International Relations, Humanitarian Project Management.
    Middle Eastern Studies, Humanitarian Assistance or another relevant subject
  • At least 7 years of professional experience
  • At least 5 years of professional experience in humanitarian contexts
  • Previous program coordination experience
  • Proven managerial experience
  • Proven representation experience
  • Proven donor grant and donor reporting
  • Previous coordination experience with local partners, INGOs and clusters is a strong asset
  • Previous Mine Action experience is a strong asset

Competencies:

  • Strong communication skills
  • Ability to work under high pressure

  • Arabic language skills a strong asset

CONDITIONS

  • Starting date: ASAP
  • Length of the contract:  12 months
  • Salary from 2757 € gross/month regarding the experience of the candidate
  • Perdiem : 547 € net/month
  • Hardship allowance: 250 € € net/ month
  • R&R : Level 2 (5 days every 3 months)
  • Paid holiday : 25 days per year
