MISSION CONTEXT

As a result of the conflict and instability in Libya, the collapse of the health services has considerably reduced assistance towards the most vulnerable, in particular persons with disabilities. HI is currently implementing a humanitarian programme from operational bases in Tripoli, Misrata and Benghazi with the following activities:
-provision of comprehensive rehabilitation services including physical therapy and psychosocial support for persons with disabilities/injuries, distribution of assistive devices as required
-Capacity building, technical support and donations of assistive devices and/or materials and equipment to health partners (hospitals, rehabilitation centres and local NGOs)
-training on inclusion principles to other humanitarian actors and health workers
-provision of Risk Education to conflict affected communities on the risks and effects caused by mines and explosive remnants of war (ERW) and Explosive Ordnance Disposal (EOD) to locate and destroy ERW in targeted communities
-support to the Libyan Mine Action Centre (LibMAC) and other ministries in developing a victim assistance strategy and action plan for 2019.

In addition, since early 2019 HI is implementing a three year project entitled « Action for Mental Health Assistance in Libya » (AMAL), as part of wider initiatives to improve the access and quality of health care services in Libya.  Implemented in partnership with a Tunisian NGO, the specific objectives of the project are:
-psychosocial distress, mental health and substance abuse in Libya is reduced
-expanded access, availability and acceptability to quality psychosocial support and mental health care
-training and upskilling of Libyan mental health staff
-greater awareness about the risks and manifestations of mental illness and substance abuse amongst at-risk groups

The overall objective of the project is therefore to allow the most vulnerable people in Libya from host communities, those internally displaced, returnees and migrants, suffering from mental health disorders/psychosocial disabilities to regain or to preserve good mental health by accessing quality interventions at all levels.

JOB DESCRIPTION

Under the direct responsibility of the Operations Coordinator and in close coordination with the MHPSS Technical Coordinator and the project’s implementing partner, the post-holder will be responsible for ensuring the sound implementation of the multi-location AMAL MHPSS project. He/she will be responsible for:

-leading the needs assessment and contributing to the strategy of intervention, in direct collaboration with the technical team and project partner
-ensuring the implementation of the project and its re-orientation when needed
-ensuring compliance with contractual requirements including reporting
-coordinating and manage the project teams, in close collaboration with logistics, administrative and finance departments
-supporting the coordination of the project with a wide arrange of external stakeholders
-ensuring the implementation of regular project reviews, capitalisation, and lead on quarterly partner-project management meetings

SPECIFICITIES

Since 2014, HI’s Libya mission was managed remotely from neighboring Tunisia. In mid-2018 HI began a phased redeployment of international staff, with 5 out of 9 expatriates now formally based in Misrata. Regular and programmed visits are required by all other international staff to Libya to support programme activities and ensure a close follow up and training of national staff.
The post holder will be expected to spend at least 50% of his/her time in Libya including traveling between operational bases in Tripoli, Misrata and Benghazi, along with other international staff.
Ultimately, all international staff should be relocated to Libya by the end of 2019.

PROFILE

Qualifications:
-Bachelor degree in a relevant field i.e. International Relations, or Humanitarian Project Management
-Degree in Psychology, Psychosocial Work, Community Health Management, Social Work or related Health qualification preferable

Experience: 
-at least 3 years of experience in psychology, psychosocial work and/or protection of vulnerable people
-at least 2 years of professional experience in management of mental health, psychosocial support and/or protection projects ideally with a strong capacity building dimension
-experience in both development and emergency / protracted conflict / chronic crisis settings
-experience working in a multidisciplinary intervention context (psychosocial support, social, protection, physical rehabilitation) is an asset
-understanding of both humanitarian coordination and protection actors as well as experience in working with national systems of services (from Ministries to decentralized services)is a strong asset

Competencies:
-strong team management and capacity building skills
-strong internal and external coordination and representation skills (strong abilities to work with a variety of partners)
-strong analytical skills (needs to understand systems of services’ functioning, needs of partners in terms of capacity building, etc.)
-strong computer skills (use of MS Word, Excel, Outlook and other relevant software)
-fluency in oral and written English
-experience in data management preferable
-Arabic language skills would be an asset
-experience in local development would be an asset

Personal qualities:
-high level of autonomy and initiative
-strong interpersonal and intercultural skills
-ability to work under high pressure and without constant supervision
-excellent communication skills and commitment to team work
-ability to work in a tensed and volatile context with strict security measures

CONDITIONS

• Starting date: 01/06/2019
• Duration: 12 months
• Contract: salaried contract (from 2400€/month gross depending on experience)
• Per-diem: 344€/month net in Tunisia and 693€/month net in Libya
• Hardship allowance: 500€/month net in Libya, 0 € in Tunis
• Insurances: medical health coverage, retirement planning, repatriation
• Paid holidays: 25 days per year
• R&R: 1 day/month in Tunis, additional days depending on time spent in Libya
