INFORMATION ON THE CONTEXT OF THE MISSIONLong time tensions between the Federal Government and Tigray’s ruling party (Tigray People’s Liberation Front – TPLF) have been escalating since the unilaterally held regional elections on Sept. 2020, while the national elections were postponed due to the COVID-19. On 3 Nov. 2020, the TPLF attacked the Ethiopian National Defense Forces (ENDF) Northern Command. In response, the Ethiopian Prime Minister ordered a military offensive against the TPLF.
Three months after, while the war was officially declared over after capturing Mekelle in December, localized fighting continues. So far 2.3 million people are in need of humanitarian assistance as a result of the conflict, including food, water, sanitation and hygiene, protection, health (including psychosocial support), safety and security, and access to public services. There are 222,413 internally displaced persons in Tigray only. 60,000 persons fled to neighboring Sudan and the Eritreans refugees present in the region prior the conflict faced the destruction of their camps and forced return to Eritrea. Several reports started to flag serious human rights and international humanitarian law violations. The humanitarian community support high-level advocacy, negotiating access to scale up operational capacity. The insecurity, the ongoing fighting, the bureaucratic hurdles and the telecommunications cuts off are the main challenges for humanitarian actors.
HI Ethiopia is responding to the border conflict humanitarian crisis in Ethiopia, Somali region of Liben, Sitti, Erer zones, Benshangul Gumuz region of Kamashi zone as well Oromia and SNNP regions with the following areas of intervention.- Protection monitoring and referral to service providers including HI managed mobile inclusive safe space.- Mental health and psychosocial support service.- Community-based general protection focusing on person with specific needs.- Provision of functional rehabilitation and mobility aids.- Capacity building of humanitarian organizations and government sector office staff to mainstream inclusion and protection in their strategies, programs and services
In view of the dire humanitarian crisis taking place in Tigray, HI Ethiopia, not present in this area, will launch an initial assessment to support the definition of an operational strategy.
DESCRIPTION DE POSTE :Working along with the Emergency Preparedness Officer (from HQ) and supervising a Liaison Officer, the Humanitarian Access & Security Expert will ensure the security and access evaluation in order to identify the main physical, administrative and security constraints for HI to establish and launch operations in Tigray.
He/she will prepare the evaluation visit on the field, finalize a risks analysis for future HI intervention in the area, identify most the appropriate mitigation measures, security requirements and modalities/means to support the operational strategic definition, develop local contacts/connections to ensure acceptance and authorization clearance, and frame the security protocols of future HI operations in Tigray.
Responsibility 1: Contributes to HI’s understanding of the context of the Tigray region• identifies key actors;• identifies access obstacles and proposes solutions/recommendations ;• follows the evolution of local, national, regional and international context;• supports the diversification of information sources and capitalize information about key contacts;• develops networking in order to gather and cross check information coming from the field;• represents HI externally on security matters;• ensures the development of local partnerships as necessary;• contributes to recruitment and briefing of a national liaison officer.
Responsibility 2: Produces and updates the risk analysis of the Tigray region• identifies dangers and threats to HI activities and personnel;• identifies HI-specific vulnerabilities• proposes risk mitigation measures for a potential HI intervention.
Responsibility 3: Operational security management of the assessment mission• reports all incidents;• ensures that the mission is in-line with HI’s security policy;• follows up the application of security procedures, analyses and formalized lessons learnt ;• participates to the planning and implementation of security procedures (tracking, communication, etc.);• incident management support when needed;• ensures regular reporting to HI HQ and HI Program Director;• brief assessment colleagues and Ethiopia program director on security risks and guidance prior to mission.
PROFIL ATTENDU :
Qualification(s):• University degree or equivalent experience in international relations, security, or humanitarian action• HEAT certified• Certificate in humanitarian negotiation• Certificate in security management
Experience :• Proven experience of developing and implementing security plans and analysis tools• Proven experience of working in conflict-affected areas• Incident Management experience• Proven experience in producing of quality reports and documents, including maps
Skills :• Good written and spoken English is essential• Humanitarian negotiation skills• Previous knowledge of the region and the context is preferred
Personal qualities:• Ability to work under pressure and in response to changing needs
