MISSION CONTEXT:HI is currently implementing several programmes in Tripoli, Misrata and Benghazi, supporting vulnerable persons and their families such as people with disabilities (including people living with mental health problems), people with chronic diseases, older persons, displaced and returnees’ persons and families, migrants and refugees. Activities include provision of comprehensive rehabilitation services including physical therapy and psychosocial support, provision of assistive & mobility devices as per needed; capacity building, technical support and donations of assistive devices and/or materials and equipment to health partners; training on inclusion principles to other humanitarian actors and health workers;

Since early 2019 HI is implementing a three-year project entitled ‘Action for Mental Health Assistance in Libya’ (AMAL) as part of wider initiatives to improve the access and quality of health care services in Libya. Implemented in partnership with the Libyan Ministry of Health and a Tunisian NGO, the overall objective of the project is to allow the most vulnerable people in Libya from host communities, those internally displaced and returnees and migrants, suffering from mental health disorders/psychosocial disabilities to regain or to preserve good mental health by accessing quality interventions at community level, primary health care level, and secondary and tertiary level.
In June 2020 HI also started a one year project entitled ‘Strong And Loving Active Minds’ (SALAM) to enhance the development of a culture of peace, cooperation and responsibility – with a focus on youth (male and female) – through improved provision of MHPSS services at community level. This project will strongly rely on Libyan Civil Society Organisations.
HI is also involved in Humanitarian Mine Action (HMA) activities. As a response to increased ERW related accidents, HI is also currently resuming its Risk Education activities in greater Tripoli since November 2020.
DESCRIPTION DE POSTE :In Tripoli, Misrata, and Benghazi, HI is currently implementing two MHPSS projects:

1/AMAL – DG NEAR funded-project, whose specific objectives are as follow:-Psychosocial distress, mental health and substance abuse in Libya is reduced;-Expanded access, availability and acceptability to quality psychosocial support and mental health care-Training and upskilling of Libyan mental health staff-Greater awareness about the risks and manifestations of mental illness and substance abuse amongst at-risk groups in Libya
2/SALAM – UNDP funded-project, whose specific objectives are as follow:-Prevention of deterioration in the mental health and psychosocial well-being of women and men (including vulnerable groups, people with physical and mental disabilities, migrants and refugees) in Libya within conflict affected communities.-Improve Civil Society organizations’ capacities to design, develop and implement quality social/MHPSS services for young women and men (including vulnerable groups, people with physical and mental disabilities, migrants and refugees) in Libya toward enhancing human security, reducing inequalities.
OBJECTIVES OF THE POSITION:
Reporting to the Operations Manager Libya, and in strong link with the MHPSS Technical Specialist, the Project Manager will be responsible for the following:• Contributing to the strategy of intervention, in direct collaboration with the technical team and project partners• Ensuring the implementation of the projects and its re-orientation when needed• Ensuring compliance with contractual requirements including reporting• Direct management and monitoring of project activities and implementation, in close collaboration with logistics, administrative and finance departments• Direct management of project staff, including defining clear work plans, completing performance reviews and appraisals, identifying capacity building needs and liaising with relevant technical support to ensure the effective implementation of training and development initiatives for project staff.• Supporting the coordination of the projects with a wide range of external stakeholders• Ensuring the implementation of regular project reviews, capitalisation, and lead on quarterly partner-project management meetings
PROFIL ATTENDU :• You hold a bachelor or master degree in a field related to the job (health, humanitarian, social sciences, geopolitics, etc.)
• You have at least 3 years of professional experience in humanitarian contexts, preferably in project management in emergency/conflicts areas• You have experience in projects with psychosocial support• You have previous experience working in coordination with Ministries, hospitals and PHCs• You have experience of working in insecure and volatile environments• You have proven managerial and representation experience• You have project management skills• You have good redaction and communication skills• You show interpersonal and multicultural skills• You are able to manage your stress• Arabic language is highly desirable and would be a strong asset
LANGUE(S) DE TRAVAIL :
SPECIFICITES/PARTICULARITES DU POSTE :The post holder will be expected to spend most of his / her time in Libya including traveling between operational bases in Tripoli, Misrata and Benghazi, along with other international staff, with up to 30% of time in Tunisia for coordination witb partners and regional team. This being said, access to the country can be impaired time to time by security problems, administrative matters (visas, authorisations) and specific restriction in relation with COVID-19 pandemic.

• 6 months international contract starting from June 20th, 2021 (with possible extension)• The international contract provides social cover adapted to your situation:o Unemployment insurance benefits for EU nationalso Pension scheme adapted to the situation of our employees: if you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; if you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amounto Medical coverage with 50% of employee contributiono Repatriation insurance paid by HI
• Salary from 2448 € gross/month upon experience• Perdiem: 426,67 € net/month (Tunisia) / 676,61€ net/month (Libya) – paid in the field• Hardship allowance: 500 € net/month paid with your salary (only if you are present at least 16 calendar days per month)• Paid leaves: 25 days per year• R&R: 1 day per month (Tunisia) / 5 days every 6 weeks (Libya)• Position: non accompanied• Housing: collective, fully covered by HI
