CONTEXT

Outraged by the injustice faced by people with disabilities and vulnerable populations, we aspire to a world of solidarity and inclusion, enriched by our differences, where everyone can live in dignity.
HI is an international, independent and impartial non-profit organisation that intervenes in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and vulnerable populations, HI takes action and takes notice, to meet their basic needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Preceded by days of heavy rains, the city of Beira was hit by IDAI cyclone in the night of Thursday 14th to Friday 15th March. Beira, the second largest city, is said to be 80% destroyed. 181,000 people and 43,000 households are still exposed to flooding, mainly in rural areas. National state of emergency has been declared on 18th March. Humanitarian needs include food security, WASH and shelter. So far, the death toll has reached 417 and more than 1,500 people have been injured. The situation is critical, with limited local capacities and restricted access. In these conditions, the humanitarian community fears a cholera epidemic.

HI is legally registered in Mozambique as a humanitarian and development INGO licensed to operate in Mozambique.
HI is present in Mozambique since 1986, implementing various projects in humanitarian and development contexts.

The Government of Mozambique issued a Red Alert on 13th March 2019 calling for urgent emergency humanitarian assistance to address the multifaceted impacts of the floods. The United Nations and humanitarian partners in Mozambique have appealed for US$40.8 million to provide critical emergency relief to the vulnerable populations who have been affected by Tropical Cyclone IDAI; this excludes funding requirements for infrastructural rehabilitation.  It is therefore essential to provide immediate assistance to persons affected by the disaster while simultaneously engaging the target communities for future resilience.

HI strategy of intervention consists in multisector response with emergency livelihood, ATLAS logistics platform as well as emergency protection services (awareness sessions and PSS support).

As a result of the natural disaster, communication channels are cut off, slowing down humanitarian distribution in the first phase and also the recovery of the country in the second phase. The project aims to complement local efforts to clear and reopen roads in coordination and support with local authorities. The project will be implemented with the contracting of local technical means (transport vehicles, equipment…) and local labour.

JOB DESCRIPTION

REPRESENTATION

 Being the interlocutor of Handicap International (Humanity and incusion) towards providers, companies for all issue related to logistics related to the emergency operations;
 Participate actively to logistics coordination and information meetings (NGO coordination, cluster, etc.);
 Being the “security focal point” for HI in the related meetings and liaise with the Country Director and stakeholders;

Operational logistics- Emergency context
Diagnosis phase – Context analysis:
 Identifies regulatory requirements (donors, transport, customs, etc.);
 Analyses the logistical context of the programme (Logistics Capacity Assessment, Logistical issues chart);
 Evaluates the capacities of available and mobilisable resources (human and material).
Design phase – Resources planning:
 Helps define the material resources needed to ensure the feasibility of the project;
 Defines the impact of logistical requirements on the budget ( log. support);
 Support the designing new projects
 Defines the impact of project requirements on the budget;
 Structures the human resources concerned by logistics.
Launch phase – Supply planning:
 Defines supply plans and purchasing strategy;
 Plans all the means necessary for the movement of goods over the project period;
Implementation phase – Coordination:
 Adjusts the supply plan after every project review;
Closure phase
 Takes part in the return/donation of equipment;
 Takes part in the preparation of donor reports;

GENERAL COORDINATION
 Being the focal point for all logistics related matters;
 Implement procedures and processes (purchases, fleet, , storage, equipments,); and ensure they are well understood and respected;
 Setup coordination routine system (meetings, reports, situation points, etc.) to ensure a smooth diffusion of relevant information (logistics);
 Provide logistics guidance and advice to support and programme staff to ensure a smooth programme implementation;

SECURITY MANAGEMENT
 Ensure the respect of the security guideline adopted on the mission, the good functioning of the relative tools and process and the correct use and acknowledge from all the members of the mission (national & international staff) in close links with head of mission

PURCHASE & SERVICES MANAGEMENT
 Ensure the respect of HI (and donor if required) procedure;
 Ensure the purchase & services contracts follow-up.

 

PROFILE

Qualification
 High degree diploma in Logistics or Supply Chain is recommended

Experience
 Strong experience in the related field (3 years) in NGO is compulsory
 Experience to open bases, projects in a complicated context
 Availability to work in an environment with energy, transportation and communication challenges
 Experience in the region would be a strong asset

Skills
 English mandatory (oral and written) ; Portuguese a strong asset
 Strong interpersonal and intercultural skills
 Ability to work under high pressure with a great level of personal organisation
 Sense of diplomacy  and patience
 Ability to do critical analysis with limited information

 

CONDITIONS

• Length of the contract: 1 month or more, depending of funds
• Salary from 2250 € (gross) / month regarding the experience of the candidate
• Per-diem: 500€/month net
• Hardship allowance: 250€/month net
• Insurances: medical health coverage, retirement planning, repatriation
• Paid holiday: 25 days per year
• R&R: to be confirmed
• Accommodation: collective housing fully covered by Humanity & Inclusion
