Handicap International is changing his name and becomes « Humanity & Inclusion ». HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT :

HI has been present in Sierra Leone since 1996. Various projects have been implemented since, in health, rehabilitation, social inclusion, rights promotion, etc. but since the end of the Ebola crisis, mainly education projects are implemented – HI has currently 3 projects on Inclusive Education with funding secured until 2021 for the longest, a 4-years project on Mental Health started early 2018 and 4 other projects on technical support on Inclusion.

A Program Operational Strategy has been validated for the period 2018-2020 with the willingness to increase the level of activity (including new projects in Liberia with a re-opening of Monrovia office as soon as projects are funded) through projects in various topics.

Sierra Leone and Liberia should be part of a new regional project on Inclusive Education, but this has to be confirmed.

Our strategy focuses on 4 complementary and interlinked pillars:

1-        Protection and Rights

2-        Education and Livelihoods

3-        Health and rehabilitation

4-        Technical support for inclusion

YOUR MISSION:

Reporting to the Country Director and in collaboration with HQ services, the Country Finance Manager ensures the efficient management of the financial resources for the country for which he is responsible. He/she is the focal person for the Country Director and as such informs him of any problems and suggests solutions within his scope of responsibility.

He/she participates actively in the phased reorganisation of HI in the field as part of the global project.

The main responsibilities of the Country Finance Manager are the following:

  • Strategy and steering
  • Standards and accountability
  • Operational Finance management:
    • Guarantees the production of financial information and dashboards in a timely manner; coordinates the annual financial calendar and helps programme staff with the financial steering of the programmes; identifies risks and recommends actions for mitigating these risks
    • Ensures the implementation of donor guidelines and compliance with donor requirements; oversees the monitoring of funding from the request stage through to end-of-contract, controlling risks and ensuring compliance with deadlines
  • Leading of the professional channel of the finance sector
  • Emergency preparedness and response
  • Team management

 

YOUR PROFILE :

  • You hold an advanced degree in Finance, Economy, Business Administration or any relevant field
  • You have Accounting, financial and tax management skills
  • You have at least 3 years of experience in finance management in NGOs at field level, including at least 2 years of experience as a manager.
  • You have analytical and writing skills
  • You have good command of IT tools including an advanced level in Excel
  • You have a successful experience in team management and are able to lead the change. You have proven ability to develop staff and provide training on systems and procedures.
  • You are autonomous, organised and rigorous
  • You have good adaptation and interpersonal skills
  • You are solution-oriented and are able to manage your stress
  • Good command of English. French is an asset.

CHARACTERISTICS OF THE POSITION :

Security – The overall situation in Sierra Leone is calm, however there are some factors that should be considered from a security perspective. In particular:

  • The population’s vulnerability to external shocks (which could be, for example, increasing food prices; increasing of importation taxes; negative impact of changing US exchange rate, etc.).
  • Health situation: generally speaking, the health system is deficient in Sierra Leone.

Travel – The Mano River programme is currently operating in Sierra Leone. The position is based in Freetown but some visits to the Sierra Leone bases in the Provinces and in Liberia (Monrovia) would be expected.

Living conditions – The office and the expatriate’s houses/apartments are comfortable. The power supply is erratic but all houses have generators and air conditioning and drinking water is supplied. Freetown is less developed that the main capitals in West Africa but most items can be found in the supermarkets and markets. People are very friendly and there are some lovely local beaches which are relatively easy to access.

  • Salary from 2757 € gross/month regarding the experience of the candidate
  • Perdiem : 552€ net/month
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year
  • R&R : 1 day per month
  • Status : position open to families
  • Housing : individual taken in charge by HI
