JOB CONTEXT :

Humanity and Inclusion is seeking a Consortium CLA (Collaboration, Learning and Adapting) Manager for an anticipated five-year USAID-funded Development Food Security Activity (DFSA) in Mali. This program seeks to improve and sustain the food and nutrition security of vulnerable populations in Mali. This program will be led by Humanity and Inclusion in consortium with both international and national NGOs.

 

The Consortium CLA Manager will work closely with all staff to ensure collaboration and learning with other activities in the applicants selected implementation area. This staff will ensure the activity includes active, intentional and adaptive learning within and across interventions, and will play a critical role in incorporating ‘refinement’ activities and learning into implementation. This includes but is not limited to host country government, international donors, multilateral organizations, and private sector investments. The CLA Lead will be responsible for developing, coordinating, maintaining, and continuously improving the PMC system at the USAID partner level, as well as implementing a CLA capacity building strategy for partners. Partners will be trained and this will foster a learning culture among partners.

The Consortium CLA Manager will work in close collaboration with the Consortium M&E Manager and will report to the Mali program MEAL Manager.

 

YOUR MISSION:

The Consortium CLA Manager responsibilities include:

  • Technical support :
  • Identify key components and sub-components of day-to-day work that can provide opportunities for an intentional, systematic and resourced ALC,
  • Support a shared learning process on resilience and CLA with program partners and USAID, national and local government, and community stakeholders,
  • Improve peer-to-peer learning, knowledge sharing and application, activity-based capacity strengthening, evidence and data utilization, and CLA in support of adaptive management both within and beyond initial refinement,
  • Ensure appropriate and continued coordination and joint-planning with other USAID and donor activities, specifically the USAID Mali Resilience portfolio, host-government initiatives, and private sector engagement,
  • Support the design and maintain a system whereby programme documents are readily available, organized and regularly updated, such as proposals, reports, contingency plans, exit strategies, validated joint strategies, indicator monitoring and shared action plans, joint field visit reports, refinement phase evaluation documents and the learning database,
  • Support the provision of technical contributions to the measurement of resilience;
  • Ensure time and expertise to be dedicated to coordination of activities,
  • Work closely with the program’s MEAL team and USAID partners,
  • Assist in the alignment, collection and reporting of resilience measurement and CLA indicators relevant to organization-wide M&E systems and other external systems as appropriate,
  • Develop, coordinate, maintain and continuously improve the CLA system at the USAID partner level.

 

  • Capacity building and mentoring
  • Implement a PLA capacity building strategy,
  • Trains and mentors and promotes a learning culture among its partners,
  • Assist in developing and overseeing the implementation of the USAID partner capacity building strategy on CLA that promotes a culture of learning through systematic analysis and reflection of program data,
  • Working with the learning and collaboration cohorts in Burkina on continuous learning and exchange to define a common technical support and learning agenda, provide mutual support, engage on cross-cutting issues and participate in joint reflections to improve implementation,
  • Strengthen the capacity of relevant partners to develop and maintain an excellent in-house PLA system,
  • Working closely with partners to ensure that CLA expertise is mainstreamed.

 

  • Internal and external communication
  • Strengthen linkages with other internal resources, including the Learning Management System, Digital Library, Hub and Connect, to enhance organizational learning, where appropriate, for the CLA,
  • Maintain close working relationships with CLA counterparts in other relevant international actors,
  • Organizing workshops and activities related to learning and their inclusion in the programme’s work plan.

 

 

YOUR PROFILE :

 

  • Training : An advanced degree (PhD or Master’s) development, research methods, statistics, economics, social sciences, project management or other relevant field required and a minimum of three years relevant work experience or a Bachelor’s degree and a minimum of five years relevant experience required
  • Demonstrated experience in facilitating learning and knowledge sharing processes, in establishing and managing dynamic feedback systems to capture experiential learning and unintended consequences, and fostering collaboration across teams or organizations is required
  • Experience in MS Office package (Excel, Word, PowerPoint, Visio), others in statistics
  • Experience in the theoretical and practical areas of monitoring and evaluation and mastery of participatory qualitative and quantitative monitoring and evaluation methodologies and techniques preferred
  • Experience in data management, including the ability to structure and collate the data set to facilitate analysis
  • Knowledge of resilience in development programs an asset
  • Demonstrated experience in training and capacity building with diverse teams and partners
  • Experience working on USAID programs required
  • Ability to summarize and simplify complex information and communicate it to target groups
  • Ability to multi-task within a given time frame with minimal supervision
  • Excellent project management, time management and organizational skills. Multiple skills and ability to work under pressure
  • Computer literate and possess superior oral and written communication skills
  • Strong writing, speaking and leadership skills
  • Versatile, very organized
  • Fluency in written and spoken English

 

CHARACTERISTICS OF THE POSITION :

You are based in Bamako, a large capital city for the sub-region, quite pleasant and with many facilities. However, a list of restricted locations is imposed for all expatriate staff. Travel outside the capital and in the regions during long weekends is permitted but is subject to the validation of the Country Director and the Security Officer.

Limited travel is to be expected to the project intervention sites (Mopti, Timbuktu, Segou) with certain limitations in the north of the country according to the security rules in force. Supervision trips are also to be planned in Mauritania.

 

CONDITIONS:

  • Starting date : September 2020
  • Length of the contract: From 2 to 5 years
  • Salary from 2750€ gross/month regarding the experience of the candidate
  • Perdiem : 522€ net/month
  • Hardship allowance : 250€ net/month
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year
  • R&R : Level 1 : 1 day per month
  • Status : position open to couples
  • Housing : Collective / individual taken in charge by HI according to status
