JOB CONTEXT :

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 11.7 million people are currently affected by the crisis in Syria, including about 6 million IDPs, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Eight years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

From its main coordination office in Amman, HI is managing a large humanitarian program from three different hubs (Beirut, North-West and North-East), along three main pillars:

  1. Support to health partners (hospitals, psychosocial support centers, local NGOs) for the provision of multidisciplinary rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) and standalone psychosocial support services, through training, technical supervisions and donations of assistive devices and/or equipment;
  2. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and non-technical survey of hazardous areas;
  3. Livelihoods assistance, with a combination of cash for work, vocational training, small grants for businesses and apprenticeships;
  4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.

YOUR MISSION:

Reporting to the to the Programming Manager, and in collaboration with the Country Director, Area / Program / Operations Coordinators and Project Managers, the Grant Manager contributes to the fundraising strategy of the programme where he/she is based. He/she contributes to the identification of funding opportunities and leads the grant management processes, including the development of concept notes, project proposals, contract amendments and reports, the grant kickoff meetings, and the compilation and sharing of donor policies and guidelines, with the expected output of having documents ready for submission to donors (public institutions, foundations and private sector).

  1.  Strategic developments

1.1. In collaboration with the DESK/Grants – to monitor donor funding opportunities to anticipate calls for proposals and identify opportunities for submission;

1.2. In close collaboration with the Programming Manager, to participate and contribute to strategic and programmatic discussions with donors for projects/funding follow up, new funding opportunities etc….

1.3. Contribute to the revision/development of HI Operational strategy for Syria, including follow up and actions plan on fund raising and grants management.

  1.  Donor Relationship Management:
    • Develop excellent and active working relationship with strategic donors in-country, in coordination with the Programming Manager;
    • Manages official communications on active grants with donors in-country, in liaison with the Programming Manager and the Country Director
    • Feed into the Funding Needs tool (on HINSIDE) to make sure program needs are well known at HQ/NAs level and develop supporting documents, such as “project sheets” and/or “donor sheets”
  2.  Proposal Development:
  • For continuity of multi hub projects/thematics : Lead donor’s proposal writing in accordance with HI’s proposal writing process and tools (PD-tool, Project Developement Monitoring tool, etc.) and including the development of logical frameworks, technical approach narrative, planning, staffing and budgeting;
  • Coordinate and collaborate with shared services, HI National Associations (Projects Support Officers) and technical staff to ensure their inputs are duly reflected in proposals;
  • For consortiums, manage coordination, communication and inputs from subs during project development;
  • Review final proposal/concept note before submission for compliance with donors guidelines and expectations, budget matching to technical narrative and overall quality;
  • Ensure (when relevant) the final submission of the concept notes and proposals to donors;
  • Grant Management:
    • Lead the implementation of grant management processes, including the grant kickoff meetings, the drafting of contract amendments and donor reports, the regular contractual communications and updates with donors, and the closure of grants
    • Coordinate and collaborate with shared services, HI National Associations (Projects Support Officers) and technical staff to ensure their inputs are duly reflected in contract amendments and reports, when relevant;
    • Review final contract amendments and donor reports before submission for compliance with donors guidelines and expectations, budget matching to technical narrative and overall quality;
    • Ensure compliance with Donors’ rules and regulations and provide appropriate advice and guidance to programme and support team.
    • Ensure (when relevant) the final submission of contract amendment requests and reports to donors;
    • Supervise the compilation and dissemination of donor rules and guidelines to the relevant staff.

CHARACTERISTICS OF THE POSITION :

Details relating to security risks, isolation, travel and living conditions:

Jordan is, comparatively to many countries where HI is present, a relatively safe and secure country, with regular presence of international tourists including from Occidental countries, and where the situation/context does not require having heavy security procedures.

Indeed, in the past 12 years of presence in Jordan, the security level remains at 2 for most of the time; this is due to its proximity to countries in conflict or involved in wars. The country is currently facing economic challenges and high rates of unemployment, which translate frequently to demonstrations mainly in the capital Amman. Jordan has a good level of acceptance of foreigners, and has a strongly respected Royal family. The police/armed forces are well trained, well paid and well equipped. The health conditions are really good in Jordan, with a complete access to high quality medical care in Amman (hospitals, pharmacies, labs, X-ray, IRM, all specializations doctors), allowing international staff to have a safe stay in country including with families and babies.

However, Jordan also faces some regular difficulties and possible tensions could be expected due to the regional situation, especially in the close-by countries. Jordan currently participates in the International Coalition against Houthis in Yemen. In addition, the situation in Iraq as well as in Palestine strongly impact Jordan, first in an “emotional” way (many Jordanians have Palestinian origins, and Jordanians and Iraqis historically had a close relationship); and second in a socio-economical way (for ex, reduction of tourism, disturbance of commercial and trade ways etc.). Jordan currently welcomes more than 700,000 Syrian refugees, a limited number in camps, which creates economic and social tensions and could lead to additional risks to be considered.

Finally, as its position of moderate Muslim country and strong declaration against Daesh/IS, especially since the murder of a Jordan Pilot by Daesh in January 2015, it is highly possible that Jordan could face, as many countries in the world, terrorist attacks from Daesh on its territory. It seems quite “confirmed” that there are potential “sleeping cells and/or sympathizers” of Daesh in the country.

  • You have more than 5 years working experience as program/business developer, grant manager, or similar background
  • You ideally have a Previous experience working in humanitarian programs in the Middle East/in remote management
  • You are Able to work as part of multi-cultural and multi-disciplinary teams
  • You are Organised, flexible and have Excellent interpersonal skills
  • you show Initiative and creative thinking, patience, sensitivity and tact

Salaire

  • Perdiem : 609,96 net/month
