USAID is seeking to work with organizations whose concept papers demonstrate an ability to implement evidence-based approaches in MCH, FP/RH, WASH, Nutrition, and HIV/AIDS to improve health outcomes.
In accordance with USAID’s vision for Health System Strengthening, the organizations’ concept papers should also demonstrate the capacity to address HSS issues by supporting progress on both USAID and partner country national goals and do so by promoting equity (targeting efforts toward vulnerable and underserved populations), quality (ensuring care is as effective, safe, and people-centered as possible), and resource optimization (efficiently aligning financing, workforce, and supplies toward underserved populations and priority care).
In addition to including the technical areas, concept papers that advance the following will be preferred:

Maternal, Newborn, Child Health, Nutrition and Family Planning/Reproductive Health Outcomes improved through provision of quality service delivery
Comprehensive HIV Services provided in order to achieve epidemic control in Haiti
Improved health systems through the promotion of quality of care, empowerment of communities, data for results and resource optimization.
Funding Information
Subject to the availability of funds, USAID anticipates making one (1) or more awards, which will not exceed a cumulative ceiling of $90,000,000.
The anticipated period of performance of the IHSD Activity is five (5) years from the signature date of the award. Specific dates will be provided at the time of award. To ensure a successful transition between the incumbent and the incoming IHSD Implementing Partner (s), USAID will endeavor to provide an overlap period of approximately three (3) months.

U.S. and non-U.S. public, local, private, for-profit, and non-profit organizations, as well as institutions of higher education, public international organizations, and non-governmental organizations, are eligible to submit a concept paper under this IHSD Round.
Furthermore, the organization must be a legally-recognized, organizational entity under applicable law.
