Location: Beirut, Lebanon, with displacement to field offices and missions in other WeWorld-GVC missions.

WeWorld-GVC is an Italian independent organisation born from the merger between GVC Ngo (founded in Bologna in 1971) and WeWorld Foundation (founded in Milan in 1999), with the aim of increasing the impact of their Development Cooperation and Humanitarian Aid projects in 29 countries worldwide, including Italy.

Job description

This position is lined managed directly by the Humanitarian and Protection Policy Expert. The PS is deployed in WeWorld-GVC Lebanon mission, with movements to other missions and HQ. The PS coordinates the work of dedicated Protection Staff in different WeWorld-GVC Missions.

The Protection Specialist (PS) is a core staff of the WeWorld-GVC Protection Task Force and he/she is responsible of the design, use and development of the Individual Protection Approach (IPA). The PS is the first “clearing house” for quality and strategic aspects regarding the IPA and related protection-specific strategies. He/She will ensure the establishing of quality procedures in line with the strategic approach of WeWorld-GVC, support in the homogenization of toolws, as well as lead on innovation and development.

The Individual Protection Approach (IPA) is a system to identify and assess people whose immediate physiological, dignity and safety needs are not met; it supports, through guidance or mediation, the linking of right-holders to an appropriate service provider. The IPA contributes to strengthening right-holders’ resilience capacities to claim their right to assistance, and to identifying service-provision gaps, challenges or obstacles for accessing services. The IPA is a core component of the Community Protection Approach, The Community Protection Approach (CPA) is a community engagement and empowerment instrument to design and monitor Integrated Protection Programs (IPP) and provide operational tools to facilitate coordination and complementarity between different foreign and national aid instruments in order to find sustainable solutions to a given population’s needs and problems (see cpainitiative.org)

Main tasks and responsibilities

Ensure the highest quality and relevance of the Individual Protection Approach.

  • In charge of the coordination and liaison with WeWorld-GVC Missions’ and HQs’ processes related to the Individual Protection Approach
  • Lead and supervise the establishment of mechanisms of quality control of planning, monitoring and validation of the IPA development and management
  • Provide technical line management to Protection Specialists and Protection Staff in WeWorld-GVC
  • Ensure the highest standard and compliance with protection principle and ethical considerations in the management, design and development of the IPA section within the WeWorld-GVC digital platform
  • Conduct on spot visits and missions to monitor processes and field presence, when necessary.

 

Lead the methodological innovation, design and development of IPA

  • Lead the design, development and review of tools and procedures to operationalize the IPA and mainstreaming protection principles into the current Community Protection Approach (CPA)
  • Support the CPA Global Coordinator in the design, development and implementation of the IPA standard training and capacity building package.
  • Design, in collaboration with the CPA Global Coordinator, specific capacity building plans for WeWorld-GVC areas of intervention, and provide on-going mentoring, technical support and training.
  • Continuous stocktaking of third parties’ approaches and analyses to extract occurrences to confront, validate and suggest developments in WeWorld-GVC IPA approach.
  • Work hand-in-hand with the CPA Global Coordinator and the Research and Data Analysis Expert to continuously define innovative and efficient tools to link the identification, referral, quality and accountability monitoring of individual and family cases to community mechanisms within the CPA overall methodology.

 

Contribute to the WeWorld-GVC strategic thinking and knowledge management

  • Provide technical advisory to the design and development of new initiatives and proposals.
  • Design, suggest and support the design of specific reports, outputs of analysis, info graphics, trend analyses and any other relevant output or documentation.
  • Lead on behalf WeWorld-GVC the identification of innovative solutions to maintain the relevance of the IPA definitions and methodology, to align CPA to international standards and particularly ICRC, IASC, Global Clusters, ECHO and other relevant UN systems.
  • Work hand-in-hand with the Humanitarian and Protection Policy Expert and related staff to establish advocacy strategies in the areas of implementation of the IPA.

 

Others

  • Any other request in the line of duties of the Protection Specialist, in accordance to defined time-priority agreements with WeWorld-GVC.

Expériences / Formation du candidat Professional experience

  • Minimum of 5 years of experience in field-based operations,
  • Minimum of 2 years of experience in systems of identification and referral
  • Strong and proven knowledge of protection principles, standards and criteria.
  • Ability to work under pressure and ability to develop and work within a team
  • Experience of and commitment to work through systems of community participation and accountability in humanitarian and development programmes

Education and skills

  • Master Degree in social sciences, sociology, anthropology or similar subject.
  • Specific specialization on protection related studies is considered an asset
  • Fluent in English both written and verbal
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • Good leadership and communication skills, as well as capacity to organize the work of others.
  • Highly organised and able to work independently
  • Passionate in the job, flexibility to adjust to changes

Will constitute an asset

  • Previous experience in the Middle East
  • Knowledge of the humanitarian context in Lebanon.
  • Experience in advocacy and communications.
  • Knowledge of Arabic
