Background

The Global Survivors Fund (“GSF”) was launched in October 2019 by Dr Denis Mukwege and Nadia Murad, Nobel Peace Prize laureates 2018. Its mission is to enhance access to reparations for survivors of conflict-related sexual violence around the globe, thus responding to a gap long identified by survivors. GSF acts to provide interim reparative measures in situations where states or other parties are unable or unwilling to meet their responsibilities. GSF advocates for duty bearers as well as the international community to develop reparations programmes. It also guides states and civil society by providing expertise and technical support for designing reparations programmes. GSF’s survivor-centric approach is the cornerstone of its work.

Role Summary

The overall role of the Monitoring and Evaluation Specialist would be to lead GSF monitoring and evaluation of the projects for interim reparative measures (IRM) worldwide, and in particular to coordinate the activities to measure the impact of IRM in survivors’ lives, and report on key performance indicators.

The Monitoring and Evaluation Specialist will work in close collaboration with the team involved in the projects for interim reparative measures, within the Programmes department, under the responsibility of the Head of Projects for Interim Reparative Measures.

Position Responsibilities

Monitoring and evaluation of IRM projects
• Implement the M&E system using both qualitative and quantitative methods
• Coordinate the measurement of the impact of interim reparative measures in survivors’ lives, based on the information collected within the project by the coordination teams and in particular the monitoring and evaluation officer;
• Determine data analysis procedures and use of quantitative or qualitative analysis tools
• Adapt existing GSF tools based on qualitative and quantitative research to the context of projects when needed, liaising with each implementing partner;
• Generate evidence of project impact by overseeing the data collection in countries where GSF is carrying out IRM projects;
• Analyse the information collected by national teams to draft internal and external reports on impact;
• Design and develop trainings for GSF staff and national IRM project teams, to measure the impact of IRM, throughout each project;
• Report on key performance indicators;
• Coordinate and participate in visits and events in project countries in particular, as they related to the measurement of the impact of IRM, including dealing with logistical issues as required;
• Share information with the Communications Unit at GSF on the impact of IRM.

Expériences / Formation

Education and Experience

• A degree in applied social science research, data science, analytics or monitoring and evaluation and the use of qualitative and quantitative research methods; and a postgraduate degree (MA or MSc);
• Experience with participatory M&E participatory methods (such as photovoice and others);
• At least 7 to 10 years professional experience in developing, implementing, managing, monitoring and evaluating projects that include a human rights angle, and it would be an asset if the experience is on conflict related sexual violence, reparation and/or transitional justice;
• Demonstrated experience in rigorous (longitudinal and cross-sectional) quantitative and qualitative research and analytical methods.
• Strong quantitative and analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences
• Experience working with national civil society organizations and survivors of conflict- related sexual violence, and strong knowledge of the survivor-centric approach, in line with existing good practice and guiding principles;
• Experience with using data collection and analysis software (Nvivo, Atlas, SPSS, Stata).

Other Requirements
• Good knowledge of Photo Voice would be an asset;
• Excellent research, drafting and editing skills in English;
• English is the working language of the Global Survivors Fund. Fluency in written and spoken English is essential. Good knowledge of French is essential.
• Professional demeanour and excellent verbal communication skills;
• Strong experience in supervising people in culturally sensitive ways;
• Robust planning and organization skills, strong sense of initiative, ability to identify priorities and adjust plans and actions as necessary, and work with autonomy;
• Attention to detail and rigour;
• Ability to work independently, including from distance and under tight deadlines;
• Ability to work as part of a team and to bring and maintain a strong team spirit;
• Excellent reporting activity to supervisors;
• Strong work ethics, eagerness to learn and willingness to take initiative;
• Proficiency in MS Word and Excel
