GVC is an Italian NGO founded in 1971 active in international development and humanitarian aid projects. We work to return dignity to entire communities; we fight poverty and injustice so that the fundamental rights of every person can be recognised. In almost fifty years of activity, we have reached the remotest corners of the world, setting up thousands of sustainable development cooperation projects. During a humanitarian emergency, GVC works to rebuild what has been destroyed and to rekindle growth and sustainable development processes. Our interventions aim to increase the population’s resilience, enhancing a community’s capacity to find, within its fabric, the skills and resources necessary to grow in a self-sufficient manner. Our staff is the key to achieving ambitious goals. With nearly 770 professionals employed and 250 partners, over the past 12 months GVC has reached 1.4 million people. The organisation’s programmes are co-funded by the most important humanitarian and development aid donors such as EU (DEVCO, EACEA, ECHO, NEAR), United Nations (OCHA, UNHCR, UNDP, UNICEF, WFP, FAO) and individual countries (AICS, JICA, France and Dutch Embassies) as well as by private donors and foundations. Our programmes rely on highly specialised staff, able to implement tailored methods and practices in order to meet the different needs of beneficiaries and donor requirements. Job description GVC has been working in Lebanon since 2006, and within the Syrian crises response since 2012. Historically the organization has implemented activities related to basic assistance, WASH service provision and infrastructure; livelihood and protection and inclusion activities. Currently GVC works in both Humanitarian and Development, aiming to:
At present the main donors are: Italian Cooperation (AICS), EU (ECHO, MADAD Trust Fund), UNHCR, and OCHA. GVC is now a member of an ECHO funded protection-focused programme, delivered by a consortium lead by NRC and comprising GVC and ACF. The challenge for humanitarian actors is to improve the overall accountability and effectiveness of aid; ensuring that programming outside of multi-purpose cash assistance is community-driven, where appropriate, and based on vulnerability analysis, prioritisation of needs and appropriate and timely response. The overall framework of the programme revolves around three inter-related and complementary outcomes to address this challenge: 1. Generating the required data appropriate to inform the response and the advocacy; 2. The provision of a targeted and adequate response with clear protection outcomes; and 3. Evidence-based programme advocacy with a focus on the coercive environment and ensuring effectiveness of aid. Within this framework, GVC is recruiting an Multi Sector Response Manager (MSRM) who will be responsible to design the overall strategy and support the consortium members in the management and implementation of the integrated approach of the project. Key responsibilities include leading the coordination of partners in the design of the integrated approach, including: delivery of high quality programming; developing common Standard Operating Procedures and tools; forging strong relationships with and between consortium members, sectorial working groups, and key technical consortium counterparts. This consortium will see the roll out of the Community Protection Approach (CPA), originally developed by GVC and implemented by all members within the consortium. This approach consists on a context-specific risk protection analysis and related integrated response in the framework of guaranteeing community empowerment and the Accountability to the Affected Population. It aims at addressing the risks affecting community and individuals with a diverse and tailored integrated plan designed to achieve a protection outcome that tackles the chronic precariousness affecting the daily life. The outcomes of the CPA Analysis inform the response to Community Protection Needs and Acute unmet needs and provide early warning data to support the efficiency of the responses to Emergency Shocks. The outcomes are systematized in outputs, the Protection Response Plans, Protection Community Profiles and a Protection Vulnerability Index (PVI). The on going monitoring of the responses through the CPA instruments provides eventual findings to inform programming changes and design tailored advocacy messages and actions. Main tasks and responsibilities The MSRM is accountable and works under the line management of the Consortium Manager (CM), will be seconded to the Consortium Secretariat office in NRC Beirut, and follows its logistics, administrative and financial procedures.
