The U.S. Embassy in Kyiv has announced a funding opportunity to support projects assisting Ukrainian universities that have been displaced by conflict in eastern Ukraine and Crimea.

This grants program is designed to support innovative and impactful projects to support displaced Ukrainian universities, their faculty, students and staff, and the communities that they now serve.

The project must be tailored towards Ukrainian universities and all project activities supported by the U.S. Embassy grant should take place in Ukraine.

  • Proposals may include requests for funds to purchase equipment or academic materials, though that amount may not exceed 20% of the total requested award. This grant may not be used to support an infrastructure project.
  • Projects that encourage the further integration of Ukrainian displaced universities into their new host communities, including strengthening collaboration between the relocated universities and other higher educational institutions in Ukraine.
  • Career development programming for students and alumni of Ukrainian displaced universities.
  • Projects designed to build capacity in the displaced universities by increasing proficiency in the use of electronic resources and technology.
  • Projects focused on supporting Ukrainian veterans with education-related programming on the basis of one or more of the displaced universities.
  • Projects that directly support the restoration and development of libraries of the displaced universities.

Funding Information

Subject to availability of funds, organizations may apply for grants up to $350,000.

  • Ukrainian and U.S. registered non-profit, non-governmental organizations are eligible to apply.
  • Third country organizations and individuals are not eligible.

Selection Criteria

The Embassy Public Diplomacy Grants Committee will use the following criteria to evaluate proposals received in response to this funding opportunity:

  • Quality of program plan and timeline: The program plan should reflect realistic and thoughtful development of a program that supports at least one of the displaced universities in Ukraine.
  • Scope and reach of the program: Proposals should identify the number of displaced universities (and faculty, staff and students) involved in this program in various roles, both as program designers, implementers, and beneficiaries.
  • Subject-matter expertise: Proposals should demonstrate subject-matter expertise in university administration or higher education.
  • Innovation: PAS will prioritize proposals that take an innovative, creative approach to supporting displaced universities in Ukraine.
  • Sustainability: PAS will look for proposals that present realistic plans to sustain the proposed program upon the conclusion of the federal award.
  • Project evaluation: Proposals should include a robust evaluation plan, and applicants should describe their organization’s capacity to evaluate the program they propose.
  • Cost-effectiveness: Indirect (overhead) costs should be low in comparison to direct program costs. Cost sharing is strongly encouraged; however, it is not a requirement of an application in response to this funding announcement.
