The European Commission (EC) has announced a call for proposals to strengthen the meaningful participation of the civil society in the protection of democracy and human rights in El Salvador.

Lots
LOT 1: Civil Society Organizations Program
The specific objective is to strengthen the role of Civil Society Organizations as actors that contribute to development, governance and the protection of human rights in El Salvador.
The priorities of this lot are:
Promote a favorable environment for exchange between CSOs and public institutions, as well as strengthen the articulation of women’s movements in favor of the defense and promotion of their rights, in line with the goals of the SDG 5 for gender equality.
Strengthen the capacities of organizations that work on sexual and reproductive rights issues so that they can play their role effectively, promoting access to justice for girls, women and LGBTI people who are victims of sexual violence and obstetric emergencies.
LOT 2: Human Rights and Democracy
The specific objective is to support initiatives that seek to promote, protect and empower human rights defenders in El Salvador.
The priorities of this lot are:
Strengthen the capacities of human rights defenders, particularly youth and with an emphasis on environmental rights.
Promote access to international protection mechanisms for human rights defenders and provide support in the areas of legal advice and data protection.
Funding Information
The total indicative amount allocated to this call for proposals amounts to €3,950,000 EUR. The Contracting Authority reserves the right not to award all available funds.
Indicative distribution of funds per lot:
Lot 1 CSO: 2,000,000 EUR
Lot 2 DH&D: 1,950,000 EUR
Eligibility Criteria
Lead applicant(s)
To be eligible for a grant, the lead applicant must:
be a legal person;
not for profit;
be a civil society organization;
be established in El Salvador, or in a Member State of the European Union or in any eligible country in accordance with the provisions of the basic act IVCDCI-GE
be directly responsible, with their co-applicants and affiliated entities, for the preparation and management of the action and not simply limit themselves to acting as intermediaries; and
be legally constituted at least three (3) years prior to the presentation of the proposal and have all the official documentation of its registration with the competent national authorities or bodies;
have at least four (4) years of experience in project management, of which two (2) years of experience in El Salvador and in the technical areas of the lot for which it is applying;
In the case of a NON-Salvadoran applicant, a minimum of one (1) Salvadoran co-applicant must be submitted.
Co-applicant(s)
The co-applicants will participate in the design and execution of the action, and the costs they incur will be eligible in the same way as those incurred by the main applicant.
Co-applicants must meet the eligibility criteria applicable to the lead applicant himself.
Co-applicants must sign the terms of reference.
Affiliated entities
The lead applicant and its co-applicants may act with affiliated entities.
Only the following entities may be considered entities affiliated with the lead applicant or co-applicants:
Only entities that have a structural link with the applicants (i.e. the lead applicant or a co-applicant), especially if the link is legal or capital.
This structural link mainly covers two aspects:
Control, as defined in Directive 2013/34/EU on the annual financial statements, the consolidated financial statements and other related reports of certain types of companies.
Thus, the entities affiliated to an applicant may be:
Entities controlled directly or indirectly by the applicant (subsidiary companies or first-tier subsidiaries). They can also be entities controlled by an entity controlled by the applicant (second level subsidiaries), and the same applies to the following levels of control.
Entities that directly or indirectly control the applicant (parent companies). Likewise, they may be entities that control an entity that in turn controls the applicant.
Entities under the same direct or indirect control as the applicant (associated companies).
Membership, i.e. the applicant is legally defined as, for example, a network, federation or association in which the proposed affiliated entities also participate, or the applicant participates in the same entity (for example, network, federation or association ) than the proposed affiliated entities.
