Grants to increase engagement of Underrepresented Groups in Election Processes (Armenia)

The United Nations Development Programme (UNDP) inviting Non-governmental organizations (NGO) operating in Armenia to take part in a competition of proposals to conduct a local campaign on public outreach to increase participation and engagement of underrepresented groups in the local election processes.

The Call for Grant proposal is announced within the framework of UNDP “Electoral Support Programme in Armenia (ESPA) -3” funded by the European Union, governments of the Germany, the Netherlands, Sweden, Switzerland and the UK (hereinafter – Programme).

Objectives

Educate voters from the underrepresented groups along with voters leaving in rural and remote areas, national minorities about their electoral rights and election procedures on local elections, including new electoral system and voting procedure, new mechanisms on increasing women’s participation in elections at local level.
Educate voters on the functions of the local self-government bodies and the process of merging communities
Inform the Armenian society about the importance of inclusiveness of the electoral process in politics.
Strengthen capacity of the civil society organizations on conducting voter information campaigns in cooperation with the Central Electoral Commission.
Tasks

Conduct a local voter campaign to increase the participation and the involvement of the under represented groups in the electoral processes;
Raise voter awareness of the importance of including underrepresented groups in the electoral process based on the principle of equality;
Formulate positive messages on the inclusiveness of the electoral process, including empowerment of women;
Aims to work with voters, dividing them into groups by gender and age, through exchange of messages.
Funding Information

The maximum allowable budget amount for a given job is 42,000 (forty-two thousand) US dollars. The project will issue several grants with the amount up to 10 thousand (ten thousand) covering at least one marze or one grant up to 42,000 (forty-two thousand) covering at least 4 (four) marzes.
Contracts will be concluded in Armenian drams, which uses the official UN dollar to dram exchange rate applicable at the date of submission of the project proposal.
In evaluating the budget of projects, special attention will be paid to the degree of satisfaction with the ratio between the estimated costs and expected results.
Beneficiaries and target groups

Voters at the national and regional levels;
Female voters;
Male voters;
Young voters;
National minorities;
Voters with low income;
Voters leaving in rural and remote areas
Women candidates;
Civil society organizations, including grassroots organizations;
Political parties;
Electoral management bodies and local self-government bodies.
Expected results

Voters in Armenia are aware of the importance of inclusiveness of the elections, including, but not limited to empowering women;
Voters are aware on the local elections, electoral system and voting procedures;
Voters are aware on the functions of the local self-government bodies and the process of merging communities
Strengthened capacity of civil society organizations to conduct nationwide campaigns at the local level;
Strengthened capacity of the civil society organizations to work with the Central Election Commission.
Eligibility Criteria

Applications are accepted from non-profit organizations that have a certificate of registration with the Ministry of Justice of Armenia and have the right to operate in the country;
The grant applicant must have at least 3 years of proven work experience in conducting public outreach campaigns.
The grant, based on an open competition, will be awarded to one the winner of the competition who is ready to cover at least one marze or several marzes where local elections are scheduled for November 14 or December 5 with events.
