Grants to engage as Actors of Governance and Development Processes in Nepal

The European Commission (EC) is offering grants to support Civil Society Organisations’ (CSOs) ability to engage as actors of governance and development processes in Nepal.

Objectives
The specific objectives and related lots of this call for proposals focus on the green and inclusive growth agenda and on accountability, transparency and good governance approaches and practices:

Lot 1 – Circular Economy: “To increase Civil Society’s role in promoting a just transition to a climate-neutral, resource-efficient and circular economy”
Lot 2 – Biodiversity: “To increase Civil Society’s role to conserve, use sustainably, share equitably and restore biodiversity and ecosystems”
Lot 3 – Media and Accountability: “To expand Civil Society and Media contribution to a democratic, transparent and accountable governance systems”
Priorities
The strategic priorities of this call for proposals are:
Priority 1 – inspiring and learning: To develop evidence-based knowledge; to raise awareness of citizens and relevant stakeholders; to support participation and contribution of civil society to decision-making process, policy analysis and policy dialogue.
Priority 2 – enabling: To strengthen civil society’s role to promote enabling policy and regulatory frameworks; to foster civil society, private sector and government partnerships at Federal, Provincial and at Local levels in ensuring policy coherence; to consolidate civil society role as actors for positive change and contribute to transparent communication, combating disinformation and shifting perceptions.
Priority 3 – implementing/acting: To develop or scale up innovative and effective practices.
The methodological priorities to be followed are:
To foster meaningful inclusion of vulnerable and marginalised groups at all levels of the decisionmaking, policy-making and action.
To foster partnerships with local actors with specific attention to the private sector.
To ensure opportunities for youth, women and marginalised groups (decent employment, entrepreneurship, fellowships, etc.).
To work in close collaboration with Local, Provincial and/or Federal Institutions.
Funding Information
The overall indicative amount made available under this call for proposals is EUR 3,300,000.
The contracting authority reserves the right not to award all available funds.
Indicative allocation of funds by lot:
LOT 1- Circular Economy: EUR 1,400,000
minimum amount: EUR 700,000
maximum amount: EUR 1,000,000
LOT 2 – Biodiversity: EUR 1,400,000
minimum amount: EUR 700,000
maximum amount: EUR 1,000,000
LOT 3 – Media and Accountability – EUR 500,000
minimum amount: EUR 300,000
maximum amount: EUR 500,000
Eligibility Criteria
Lead applicant(s): In order to be eligible for a grant, the lead applicant must:
be a legal person officially registered at least three years before the call is launched; and
be non-profit-making and
be a specific type of organisation such as: civil society organisation, and
be established in Nepal, in a Member State of the European Union or in any countries eligible under the Financing Instrument for development cooperation for the period 2021-202727
be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary and
be allowed to implement activities in accordance with the Nepalese legal provisions
Co-applicant(s)
The lead applicant must act with at least two (2) co-applicants, but not more than five (5) coapplicants:
If the lead applicant is Nepali, it must act with at least two (2) co-applicants, out of which at least one (1) Nepali co-applicant.
If the lead applicant is non-Nepali, it must act with at least two (2) Nepali co-applicants.
Co-applicants must sign the mandate form.
Affiliated entities
The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s):
Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
This structural link encompasses mainly two notions:
Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
Entities affiliated to an applicant may hence be:
Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
Entities under the same direct or indirect control as the applicant (sister companies).
Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
