The U.S. Department of State, Bureau of Oceans and International Environmental and Scientific Affairs (OES) Office of Science and Technology Cooperation (STC) announces an open competition for organizations interested in submitting applications for projects that foster science, technology, and innovation cooperation in the Balkans.

The OES-led Global Innovation through Science and Technology (GIST) Initiative catalyzes science, technology, and innovation (STI) activities that support the Administration’s economic and national security goals.

Goal: The goal of this cooperative agreement is to utilize GIST to strengthen the capacity of STI innovators and entrepreneurs in the Balkans and the innovation ecosystems in which they operate. GIST aims to strengthen the economies of the Balkans and form stronger U.S. business connections.

Aims
Specifically, GIST in the Balkans aims to:

Identify and recruit the most talented and diverse STI entrepreneurs.
Connect U.S. businesses and experts with global innovators.
Catalyze participants’ success and boost the confidence of participants through training, networking, and program structure.
Promote GIST participants’ innovations and stories to the public as role models for entrepreneurship and youth.
Reinforce the role of American and scientific values, including integrity, ethics, merit-based competition, transparency, and scientific rigor.
Engage participants, mentors, prominent U.S. entrepreneurs, and others to become and remain part of the broader GIST Network community.
Ensure women and other underrepresented groups are well represented (experts, judges, participants, and mentors).
Assemble participant and event information to support the identification of gaps and the monitoring and evaluation of the ecosystem.
Deliver activities that address skill and resource gaps in priority entrepreneurial ecosystems.

Period of Performance: October 1, 2022 – December 31, 2024
Anticipated Time to Award, Pending Availability of Funds: 26 months
Eligibility Criteria
OES welcomes applications from U.S.-based non-profit/non-governmental organizations subject to section 501(c) (3) of the U.S. tax code; and private, public, or state institutions of higher education.
Applications submitted by for-profit entities may be subject to additional review following the panel selection process.
Additionally, the Department of State prohibits profit to for-profit or commercial organizations under its assistance awards.
