JOB DESCRIPTION
Senegal: Certified Energy Auditor Consultant
The Global Green Growth Institute (GGGI) was established as an intergovernmental organization with the objective of promoting sustainable development of developing and emerging countries including the least developed countries.
GGGI is dedicated to supporting the creation and diffusion of the model of economic growth known as “green growth”.
The green growth model integrates economic growth, environmental sustainability, poverty reduction and social inclusion.
In the Economic Community of West African States (ECOWAS), the agribusiness sector is one of the main pillars of the economy as it plays an important role in food security.
The sector employs about 55 percent of the population and contributes about 30 percent of GDP annually.
However, the sector faces many challenges, including the excessive use of fossil fuels (which exacerbates the adverse effects on climate change), high costs of energy consumption, limited access to energy and/or water, etc. As part of the activities of the West African Regional Centre of the Water and Energy for Food Project (PEEPA/WE4F), funded by the German Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ, it is planned to disseminate climate-friendly, energy-efficient and sustainable energy and/or water innovations.

The ultimate objectives of the initiative are:
a) To increase food production along the entire value chain through more sustainable and efficient use of water and/or energy;
b) To increase the income of women and men at the bottom of the pyramid, both in rural and urban areas;
c) To implement innovative solutions on a sustainable scale to meet the challenges of the WE4F network. and
d) Promote climate and environmental resilience and biodiversity through sustainable and holistic management of natural resources and ecosystems.

Started in 2014, the first phase of the Programme d’Acceleration du Rythme de l’Agriculture Senegalaise (PRACAS) included an initial objective of rice self-sufficiency with a total production of 1.6 million tons of paddy rice by the end of 2017.
However, rice production has varied from one year to the next under the influence of various factors such as rainfall conditions, high energy costs and sometimes unreliable access to electricity from the grid.
As a result, the PRACAS 1 target has not been met and production was estimated at about one million tons by the end of 2017.
In the same year, agriculture contributed 16.1% of the country’s GDP. The agricultural sector employs about 70% of the workforce in Senegal. The Senegalese rice sector is characterized by high processing and logistics costs, high energy prices and interruptions in the supply of energy through the grid, as well as variable rainfall patterns. The introduction of green energy solutions and energy efficiency measures could help save money, create jobs, and reduce GHG emissions in the sector.
According to Senegal’s NDCs, the agricultural sector is the largest contributor to the country’s GHG emissions (44.5%).
A financial agreement has been signed between GGGI and GIZ in December 2020 with the main objective to reduce GHG emissions in the rice sector, increase the competitiveness and capacities of the rice sector in Senegal.
More specifically, the project aims to mitigate 500 tCO2e by 2022 through the support of five rice mills by conducting an energy audit with recommendations on energy efficiency measures and low-carbon technologies, a capacity building program for efficient energy management and the identification of green investable projects.

OBJECTIVES OF THE ASSIGNMENT
Under the guidance of GGGI Senegal Country team and in consultation with the selected rice mills, the Certified Energy Auditor Consultant will work and deliver under the “Energy auditing and capacity building on energy management for five rice mills in the Senegal River Valley” project.
The overall objective is to conduct training and capacity building sessions on energy efficiency measures and clean technology solutions recommended for each of the rice mills that would have undergone energy audit.

DELIVERABLES AND PAYMENT SCHEDULE
The consultant, certified energy auditor is expected to organize and conduct 8 training sessions per rice mills during the duration of the assignment.

The consultant should train relevant staff on:
– Improving energy efficiency and introducing/scaling up renewable energy solutions
– the different energy consumptions and their associated costs,
– the energy savings potential based on energy efficiency measures recommended during the energy audit,
– the green technological solutions identified that will enable energy savings,
– the elaboration of the energy monitoring plan,
– the energy efficiency improvement program the amount of the investment, operations and maintenance costs,
– the elaboration of specifications/design brief to ensure the quality of the realizations and their conformity with the technical constraints,
– prioritization and decision-making on the actions under an energy efficiency improvement program,
– how to define, develop and ensure the implementation of the energy efficiency program

The training programme will take into account:
– ISO 50001:2018 ENERGY MANAGEMENT SYSTEMS – REQUIREMENTS AND RECOMMENDATIONS FOR IMPLEMENTATION to establish, implement, maintain and improve an energy management system (EMS). The aim is to enable rice mills to achieve continuous improvement of their energy performance and EMS through a systematic approach.
– ISO 50004:2020 ENERGY MANAGEMENT SYSTEMS – GUIDELINES FOR IMPLEMENTING, MAINTAINING AND IMPROVING AN ENERGY MANAGEMENT SYSTEM to provide practical recommendations and examples for establishing, implementing, maintaining and improving an energy management system (EMS) in accordance with the systematic approach of ISO 50001:2018.
– ISO 50009:2021 ENERGY MANAGEMENT SYSTEMS – RECOMMENDATIONS FOR THE IMPLEMENTATION OF A COMMON ENERGY MANAGEMENT SYSTEM IN GROUPINGS OF ORGANIZATIONS to provide guidance for the establishment, implementation, maintenance and improvement of a common energy management system (EMS) for groupings of organizations.
– ISO 50047:2016 ENERGY SAVINGS – DETERMINATION OF ENERGY SAVINGS IN ORGANIZATIONS to describe approaches for determining energy savings in individual rice mills.

All reports must be in French and English (United States usage), prepared in accordance with GGGI’s formatting requirements, and submitted in electronic formats along with complete sets of raw data, research materials, and related information.
An executive summary in English and French should be included.
The Consultant shall submit the Final Report which should reflect the outcome of all activities prepared by the consultant.
The report should also give recommendations for further activities to be carried out in order to secure a long-term sustainable development of the measure.
– All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.
– The Consultant shall submit the report in both hard copies and electronic versions readable by a Microsoft Office application.
– Final report must be approved by the GGGI. The Consultant shall consider the comments and necessary revisions proposed.
Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.

EXPERTISE REQUIRED
– Be an Engineer specialized in Renewable Energy/Energy Efficiency Master in Thermal Engineering – Energy Engineering – Energy Efficiency
– At least 8 years of professional experience in Energy/Energy Efficiency/Renewable Energy)
– Working experience in the development of renewable energy projects, the adoption and implementation of energy efficiency measures
– Be a certified Energy Auditor
– Knowledge of energy standards (ISO 14001 and ISO 50001), IPMVP
– Experience in conducting capacity building and training sessions
– Ability to write reports,
– Ability to work independently,
– Excellent written and spoken communications skills in French and good English written and spoken communications skills are required.
