Project description
The project aims to improve the inclusive socio-economic development of host communities in Northern Uganda, i.e. host population and refugees alike in the 3 selected refugee-hosting districts of Adjumani, Arua and Moyo. The contractor is responsible to contribute to achieving the project target with a focus on Output 2 and additional contributions to Output 1 of the project offer.
Output 1 aims at strengthening the capacities of District Local Governments (DLG) to improve income and employment prospects. One of the essential tools applied within Output 1 is the strengthening of public-private dialogue, i.e. between DLGs, private companies, business associations and chambers of commerce as well as vocational training institutions.
Output 2 aims at improving employment and income opportunities of refugees and the local population in the three districts. Training institutes will be supported to improve quality and quantity of their offers towards a stronger labour market orientation through involving the private sector and capacity development measures. To increase further (self-)employment opportunities their capacities will be strengthened to offer business start-up course. In addition, the Training institutes shall support graduates of business start-up courses with information about access to finance or if possible loan sharing. The qualification measures enable the target groups to acquire new vocational skills and then to further develop their skills through internships in the private sector. In addition, the target groups can have their skills formally recognised by the Directorate of Industrial Training (DIT) within the framework of the « Worker’s Practically Acquired Skills » (Worker’s PAS) method.
The activities of this contract will cover a broad range of topics requiring strong expertise in labour market, private sector development, technical vocational education and training as well as fragile contexts. The contract includes three work packages: (1) implementation of an employment and labour market analysis (ELMA) in Northern Uganda and – as far as possible given the security situation – South Sudan, (2) development of employment opportunities through an institutionalized public-private dialogue, and (3) provision of a Pool of 20 international, regional and/or national short term experts (STE pool).
Job description
The proposed Expert will be responsible for the following tasks:
Responsible for implementation of work package 1
Responsible to write an deliver the ELMA report
Ensures coherence and complementarity of the service with other services delivered by the contractor and the GIZ project
Qualifications
Education/training : University qualification (German ‘Diplom’/Master) in economics or related field;
Language: Excellent business English language skills
General professional experience: 10 years in the fields of labour market and business development in rural areas of developing countries and related fields
Specific professional experience: 10 years in the fields of technical vocational education and training in rural areas of developing countries
Leadership/management experience: 2 years of management experience as project team leader
Regional experience: 5 years of regional expertise of East Africa
Development Cooperation (DC) experience: 4 years of experience in DC projects
Other: 5 years of experiences in consultant activities as expert
