Project Description:
The project “Science-based support for National Adaptation Plan (NAP) processes in francophone Least Developed Countries (LDCs) of sub-Saharan Africa” (short title: PAS-PNA, for Projet d’Appui Scientifique aux processus de Plans Nationaux d’Adaptation) is implemented by GIZ, in cooperation with Climate Analytics. The lead partner institutions are the Ministry of Living Environment and Sustainable Development (Ministère du Cadre de Vie et du Développement Durable, MCVDD) of Benin and the Ministry of Environment and Sustainable Development (MEDD) of Senegal. Benin and Senegal are the two target countries in which the project provides ongoing support for the formulation, implementation, monitoring and evaluation of the NAP process, which aims to integrate adaptation into development planning processes and reduce vulnerability to climate change by enhancing the adaptive and resilient capacities of populations and ecosystems.
GIZ has developed a “Guidance to align the National Adaptation Plan (NAP) process to a country’s development and budget planning processes” (NAP Align) which is designed to help countries align their national adaptation plan (NAP) processes with their overall national development goals. It forms a supplement to the NAP technical guidelines developed by the Least Developed Countries Expert Group and provides further details of several steps outlined in the technical guidelines.
The objective of this activity is to provide practical recommendations for the project PAS-PNA on how to integrate adaptation into the country’s already existing planning and budgeting system, by taking stock of the existing planning and budgeting processes and identifying entry points for the integration of adaptation into planning and budgeting procedures.

Qualifications:
The expert should have an advanced university degree (Master level or equivalent) in one of the following areas: environmental or climate studies, earth sciences, geography, natural resource management, economics or related fields; at least 5 years of experience in climate change sector. In addition, the expert should possess the following skills and competencies:
• Experience supporting national adaptation strategies/policy processes, ideally NAP processes, is an advantage
• Excellent facilitation and trainer skills with focus on adult learning / Harvard case methodology, proven by experience facilitating training workshops, ideally having participated in a Training of Trainers for the NAP country-level training
• Work experience in francophone African countries, ideally LDCs, is an advantage
• Fluency in spoken and written French, demonstrated through experience facilitating workshops in French, is a requirement
