Funding Call to Improve Investigations and Prosecutions of Human Trafficking in Ghana

The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs INL is seeking applications from qualified U.S. and non-U.S. based non-governmental (NGOs)/non-profit organizations for a Cooperative Agreement to implement a program entitled “Improving Investigations and Prosecutions of Human Trafficking in Ghana”.
This project is intended to sustainably improve Ghana’s capacity to investigate and prosecute human trafficking as demonstrated by quantitative and qualitative results.
INL seeks an implementer who will partner with the Ghana Police Service (Anti-Human Trafficking Unit and Police-Prosecutors), Ghana Immigration Service (Anti-Human Smuggling and Trafficking Unit and GIS Prosecutors), and the Attorney General’s Office (State Attorneys) to improve knowledge, policies, procedures, and interagency coordination on how to detect, investigate, document, charge, and prosecute cases of trafficking in persons, with emphasis on applying Ghana’s anti-trafficking law.
Activities should be focused both at the institutional level and at the local level.
Project Objectives
NL’s implementing partner is expected to improve GOG counterparts’ capacity by helping them:
- Incorporate the principles of intelligence-led policing to IDENTIFY human trafficking.
- Improve interagency operations to ARREST and INVESTIGATE human traffickers, including through operational planning and execution.
- COLLECT and PRESERVE EVIDENCE that can be legally used in court, with the goal of reducing prosecutors’ dependence on using victims as witnesses.
- SECURE and INTERVIEW potential victims of human trafficking.
- Conduct INTERAGENCY COORDINATION aimed at ensuring victim protection and victim-centered procedures.
- SUCCESSFULLY PROSECUTE human trafficking cases in court.
- DEVELOP CURRICULUM for basic and advanced anti-human trafficking training for law enforcement and justice officials.
- INTEGRATE THE CURRICULUM at relevant law enforcement and justice sector institutions.
Funding Information
- Funding Amount: Not to exceed the total amount of $1,100,000 U.S. Dollars.
- The period of performance is 2 years with an anticipated start date of September 2019.
Eligibility Criteria
- U.S. not-for-profit/non-governmental organizations (NGOs) subject to section 501(c)(3) of the U.S. tax code or foreign not-for-profits/non-governmental organizations (NGOs) with the ability to develop and successfully implement a project in Ghana and meet INL’s reporting requirements. Organizations must also be able to demonstrate current (or pending) country registration in Ghana.
- Applicants must have demonstrated experience implementing similar capacity building programs, preferably in Ghana. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have the ability to produce course materials, deliver training, and conduct evaluations in local dialects and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Organizations may form a consortium and submit a combined proposal. However, one organization should be designated as the lead applicant and other members as sub-award partners.
- Applicants must be able to respond to the NOFO and be able to mobilize in a short period.
Note: Public International Organizations (PIOs) and For-Profit Organizations are excluded from applying to this grant announcement.
