The International Federation for Human Rights (FIDH) is an international non-governmental organisation (NGO) composed of 184 national human rights organisations from more than 110 countries. Since 1922, FIDH has been defending all human rights – civil, political, economic, social and cultural – as set out in the Universal Declaration of Human Rights.

One of FIDH priorities is to promote the administration of justice, victims’ access to justice and to fight impunity of perpetrators of serious human rights violations, including crimes under international law.

FIDH’s headquarters are in Paris (France). Stichting FIDH in The Hague (the Netherlands) is FIDH’s permanent delegation to the International Criminal Court (ICC).

JOB DESCRIPTION
FIDH is seeking a Programme Officer in its Permanent Representation to the International Criminal Court (ICC) based in the Hague.

Under the responsibility of the Stichting FIDH’s Board Member, and under the direct supervision of the Permanent Representative to the ICC based in The Hague and supervision of the Director of the International Justice Desk based in Paris, you will be responsible for the following tasks:

A – Contribution to the implementation of the International Justice Desk’s global strategy, in particular in relation to the activities on the International Criminal Court:
Activities worldwide :
• Support the organisation, including logistically, and participate in internal and external trainings, seminars and meetings on international crimes;
• Contribute to designing, organising and occasionnally participate in investigative and advocacy missions on the ground;
Activities in the Hague :
• Organise, participate in and report on advocacy and training activities in The Hague (“interfaces”), in support of FIDH member and partner organisations, on the ICC;
• Carry out advocacy initiatives vis-a-vis relevant stakeholders, particularly the ICC and States Parties, including at key moments such as the annual sessions of the Assembly of States Parties and the ICC-NGOs roundtables;
• Support the coordination and participation in the work and activities of the Coalition for the International Criminal Court (CICC) and other NGO fora;
• Support the organisation and participation in meetings with State representatives, media and NGOs;
• Undertake legal research and policy analysis in relation to thematic areas and jurisprudence of the ICC in support of the strategic objectives of FIDH;
• Contribute to the drafting and dissemination of reports, submissions, press releases or other external communication tools on key judicial or political developments relevant to FIDH’s international justice priorities.

B – Contribution to the consolidation of the link with internal and external actors:
• Facilitate a good communication from and to FIDH member and partner organisations in contact with the desk to foster a collaborative relationship;
• Assist in ensuring a fluid flow of timely information towards members of FIDH International Bureau and Executive Board;
• Support human rights defenders and partners from the field, in the framework of the desk’s activities, including in accompanying them in advocacy activities.

C – Participation in the reporting and evaluation of the International Justice Desk activities:
• Participate in the reporting and evaluation of the International Justice Desk’s activities;
• Contribute to narrative reports for donors;
• Contribute to the drafting of FIDH internal reporting materials concerning international justice and in particular the ICC.

D – Implementation of logistical and administrative tasks linked to the activities of the FIDH Permanent Representation in The Hague:
• Participate in the implementation of logistics linked to the activities of the international justice desk;
• Contribute to the day-to-day administrative tasks of the FIDH The Hague office, including accounting;
• Participate in the training of interns.

Expériences / Formation du candidat IDEAL PROFESSIONAL BACKGROUND

  • 3+ years relevant professional experience;
  • Proficiency in international criminal law and human rights; ideally a Master’s degree in law, with specialisation in international criminal law or international human rights law;
  • Fluency in written and spoken English and French is required, and good knowledge of Spanish is an asset;
  • Very good knowledge of the International Criminal Court.

PERSONAL ATTRIBUTES

  • Comfortable working with a wide range of personalities, to network and interact with NGOs, government officials and intergovernmental organisations with tact, diplomacy and cultural sensitivity;
  • Ability to work efficiently under time pressure and respond to a dynamic and changing environment, skilled at prioritising and completing multiple tasks with autonomy, while working as part of a team;
  • Energetic, resourceful, and innovative thinker, but also willing and ready to take a hands-on role;
  • A genuine interest in victims’ rights and comfortable working with victims of human rights abuse with a range of special needs;
  • Ability to understand and support the aims, objectives and values of FIDH and reflect them in all aspects of the work;
  • Ability and willingness to travel occasionally.

Salaire / Indemnité This position will be filled upon signature of the final grant agreement.
• Contract: Fixed term contract (12 months), full time position, under Dutch law, with possibility of renewal;
• Envisaged starting date: 1 October 2019
• Location: The position is based at the FIDH office in The Hague, The Netherlands
• Gross salary: from 3200 EUR per month, based on experience. Recruitment at a lower level based on a modified position profile may be considered.
• Other benefits: health insurance contribution, transport allowance, 35 hours of work per week
