Organizational Setting
 The project GCP/INT/275/GER supports the Government of Rwanda at different levels to develop an appropriate food agenda for City of Kigali (CoK) and nearby peri-urban and rural areas. This project focuses on building climate-resilient city region food systems (CRFS), in particular on improving, scaling up climate-resilient smallholder agricultural practices and enhancing ecosystem services in the city region context. On the one hand, it will increase city food planning capacities and skills, while on the other it will explore policy options to improve the climate resilience of the CRFS. Strong engagement with producer organizations, the private sector and civil society will be necessary to support the desired enabling policy and regulatory environment to assist the Government of Rwanda and the CoK to achieve its obligations under the New Urban Agenda. The desired outcome for this project is to contribute to food security and nutrition of the population in urban, peri-urban and rural hinterlands in the context of climate change and the expected increase in climate shocks and slow-onset stresses by building climate-resilient food systems across the urban-rural spectrum.
Reporting Lines
 Under the overall supervision of the FAO Representative in Rwanda, direct supervision of the Assistant FAO Representative/Programme and the Global Programme Coordinator in HQ, the National Project Coordinator, Urban Food Systems, will support the implementation of the GCP /INT/275/GER in Rwanda. The duties and responsibilities will include, but not limited to the followings:
Technical Focus
 Support to implementation of FAO urban food systems agenda at global, regional, sub regional and/or country level.
Tasks and responsibilities
  Management and policy dialogue
Lead the launch of the project activities and overall implementation in Rwanda;
Facilitate the formation of a City-led Food System Working Group/Platform and provide guidance and mentorship support;
Maintain close communication with the City-led Food System Working Group/Platform members, including Local Government officials at different levels and urban stakeholders, and support the planning and realization of routine meetings and the implementation of project strategies;
Facilitate city-level dialogues with stakeholder partners and national governments;
Coordinate and communicate with relevant high-level government officials, donors, NGOs, academic institutions and the private sector agencies present at city-level to establish linkages/partnerships to synergize project resources, experience sharing, and coordinate activities with the GCP /INT/275/GER project in Rwanda;
Ensure regular documentation of project events, communication and progress reporting on project activities with the city officials involved in food system and climate risks and resilience capacities (e.g. resilience team);
Ensure timely preparation of periodic monitoring reports related to programmatic activities and finance to be submitted to HQ staff, identify gaps and undertake corrective actions on time;
Evidence generation to inform policy and capacity development activities
 Coordinate the research, data collection and analysis for the assessment of climate related risks (hazards and their intermediate impacts, exposure and vulnerabilities) and existing resilience capacities of Kigali’s city region food system. This also entails: a) maintain regular dialogues with the members of the City-led Food System Working Group/Platform to ensure synergies in knowledge systematization and generation, avoid duplications and make sure that priories of the city and food systems stakeholders are reflected in the assessment and planning process; b) recruiting other ad-hoc national consultants as needed;
Lead stakeholders to analyses various aspects of Kigali city region food system resulting in the creation of food system climate-risk profiles, reports, and information packages;
Support the development of training modules to improve smallholder producers’ capacities to cope with the impact of climate shocks and stresses in city region contexts;
Produce communication materials (brochures, stories, videos, social media content, written reports, etc.) for visibility.
 Coordinate and consult with country/sub-regional/regional/OCC colleagues on organizational standards and guidelines;
Perform other related duties as required by FAO.
 CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
 Advanced University Degree (minimum Master Degree) in Agriculture, Urban Development, Nutrition, agricultural economics,  environmental economics, International Development, Food-related subjects;
At least 5 years of experience including 3 years in a project management position with responsibility of managing budget and management of staff as well as building partnerships with organizations/agencies.
Experience on working/governance of in Local Government or Kigali City area will be highly preferred;
Working experience in UN organizations/ International donor organizations will be preferred.

Selection Criteria
 Significant experience of community-based development projects preferably in contexts of urban poverty.
Experience in food systems and/or climate risk assessment in urban areas;
Proven experience in gaining cooperation, building and managing relations and partnerships with Local Government Institutions/organizations/agencies, as well as diverse range of stakeholders
Sound knowledge and working experience related to the policy, legislation and regulation of municipal and provincial frameworks in Rwanda.
