Organizational Setting
 Southern Africa sub-region is considered highly vulnerable to climate-related challenges, with high reliance on rain fed agriculture for food production. Large segments of poor rural populations are engaged in subsistence farming, livestock herding and small scale fishing. Relatively undiversified agriculture production systems and poorly developed infrastructure contributes to the overall vulnerability of small-scale agriculture.
The Government of Flanders and FAO partnered to strengthen institutional and technical capacity to better anticipate and manage climate risks, reduce the vulnerabilities associated with climate variability including climate extremes and change and build resilience into agriculture systems to support increases in food security in southern Africa. The overall expected outcome of the project is strengthened integrated adaptation planning and implementation of good practices in selected 3 countries (Malawi, Zambia and Mozambique) to support food security.
The expected outcome will be achieved by strengthening climate data, information, policy processes, concrete local action in selected eco-systems and knowledge by packaging evidence base and lessons learned for wider replication in similar areas within the country, other ecosystems in southern Africa and other regions.
The specific objectives of the project are to: improve national capacities to use analytical techniques to assess risks, vulnerabilities and impacts of climate variability including climate extremes and change in agriculture; enhance countries’ capacities to develop policies and financing for Climate Smart Agriculture; facilitate up-scaling and implementation of climate change adaptation practices in agriculture and fisheries to enhance resilience to climate change; and strengthen country capacities to replicate good practices and access climate financing.
The activities of the project are grouped under three expected results: (i) strengthened technical capacity for synthesis, analysis and transfer of climate and bio-physical data and information for assessment of vulnerabilities and risks and climate information services promoted; (ii) capacities for developing, promoting and adopting Climate Smart-Agriculture (CSA) practices, policies and financing is strengthened, and (iii) improved climate change adaptation practices prioritized and implemented in selected ecosystems and resilience to climate variability and change enhanced.
The expected project outcomes include improved technical capacity of ministries responsible for agriculture, livestock and fisheries in Malawi, Zambia and Mozambique (at least 90 national level staff and 150 district/local level staff in 3 countries trained) and policy dialogue conducted in 3 countries and communication products made available to provide technical support to reflect agriculture priorities in UNFCCC processes and facilitate access to climate financing.
The project will directly contribute to increase adaptive capacity of 80% of selected population in 60 communities (1800 farm households) through adoption of good practices with an approximate crop yield and income increase of 15 – 20%. The community level interventions with adaptation practices will enhance resilience of 600 ha of crop area. The experiences of the project will be replicated by developing and adopting a replication strategy to be endorsed by the government for upscaling to similar areas throughout the country.
Reporting Lines
 The consultant will work under the overall supervision of the FAOR and the direct technical supervision of the National Technical Project Coordinator, technical supervision of the relevant technical units in FAO, in close collaboration with the National Meteorological and Hydrological Services, the Ministry of Agriculture, FAO technical backstopping officers and other project staff. The consultant will report directly to the NPC.
Technical Focus
The consultant will work in assessing the policy under the climate changes to identify needs for mainstreaming analyses the policies, plans and strategies of agriculture sector and assess the level of integration of climate change concerns into those documents and analysis the possibilities for mainstreaming climate change concerns into agriculture and food security policies and plans
Tasks and responsibilities
The consultant will:
conduct a series of brainstorming sessions with a range of key stakeholders and perform gap analysis to understand how ministries have to be strengthened to streamline climate change in their policies and normative work
analyse the institutional aspects and policy requirements to better link the agriculture sector into new climate change policy and strategy
assess institutional and policy requirements to better link the current and longer term climate change adaptation, climate smart agriculture at district and local levels
conduct national level policy dialogues related to agricultural sector and analysis the possibilities for mainstreaming climate change concerns into agriculture and food security policies and plans
organize consultation meetings in collaboration with national counterparts at the national level to identify needs for mainstreaming
analyse the policies, plans and strategies of agriculture sector and assess the level of integration of climate change concerns into those documents
analyse the climate change policies, plans and strategies and identify the level of integration of agriculture and food security aspects into the climate change policies
Prepare project proposals for future funding using identified priorities.
submit a substantive technical report at the end of the mission
any other duty required to support a successful implementation of the project
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
Advanced university degree/ University degree/technical diploma/high school diploma in agriculture economics and related subjects together with long standing field experience at national level on planning, implementation and monitoring of climate change adaptation programmes.
5 years of relevant experience in field at national level on planning, implementation and monitoring of climate change adaptation programmes.
Experience in policy dialogue and mainstreaming is an advantage.
Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian
Working knowledge of Portuguese
