Organizational Setting
The Regional Office for Africa (RAF) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at headquarters, develops, promotes and oversees FAO’s strategic response to regional priorities.
RAF also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. RAF develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs). The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.
The Small Island Developing States (SIDS), but also the coastal “mainland” countries in the target area of Africa, are endowed with extensive coral reefs. Climate change (including ocean acidification and coral bleaching) will affect coral reef fisheries in all the countries in the target area. The Blue Growth Initiative provides a framework with tools and approaches to improve their fisheries and to manage for sustainability along the value chain to meet production needs while contributing to enhanced livelihoods, food security, and maritime safety.
The objective of this project, entitled Enhancing livelihoods, food security and maritime safety through increased resilience of fishing communities dependent on coral reef fisheries in the African part of the Indian Ocean, is to improve coral reef fisheries production for food security through restoring fragile ecosystems and assisting fishing communities to better manage their coral reef resources. The overall impact of the project will be “resilient coral reef fisheries communities” by targeting the following outcomes:
1) improved management of coral reef fisheries both for restoration and protection as well as for income generation;
2) improved fishery value chains and access to markets for coral reef fisheries products; and
3) illegal, unreported and unregulated (IUU) fishing reduced and maritime safety increased. The project will target hundreds of small-scale fishers and other fisheries professionals in the five countries, totalling to approximately 30 000 direct beneficiaries.
Reporting Lines
The Technical Adviser reports to the Senior Fisheries Officer, RAF and works in collaboration with the FAO Subregional Coordinator for Eastern Africa in Addis Ababa, Ethiopia and the budget holder in RAF.
Technical Focus
Fisheries development and management, spatial planning, policy development and natural resources management.
Key Results
Leadership and technical expertise for the planning, development and implementation of Programmes of work, projects, related-products, and services in accordance with FAO’s Strategic Objectives.
Key Functions
• Researches and analyses technical, social, economic, environmental, institutional, and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services;
• Produces a variety of technical information, data, statistics and reports as well as input for technical documents and web pages;
• Provides technical support/analysis to various assessments, studies and initiatives and provides technical backstopping to field projects;
• Collaborates in the development of improved/updated tools, systems, processes, and databases;
• Participates in multidisciplinary teams, and/or leads working groups/teams collaborates with other departments and agencies on work groups and committees and promotes best practices;
• Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, online tools;
• Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;
• Supports resource mobilization activities in accordance with the FAO Corporate strategy.
Specific Functions
• Contributes to the comprehensive review of situation analysis for research and extension services for smallholders to provide strategic guidance to the sustainable development of the fisheries sector in beneficiary member countries;
• Provides technical advices as well as expertise to fisheries systems development technical project groups;
• Create a project management calendar for fulfilling each goal and objective;
• Participates in the designing and implementation of smallholder needs-based programmes for rural agriculture research, extension and advisory services for the project target commodities;
• Supports the establishment of smallholders’ extension and applied research centres for the project target commodities;
• Participates in the designs of blueprint/guideline for the establishment of extension model for the project target commodities;
• Formulates and implements producers’ needs-based extension programs and prepares extension/training/communication material for the project target commodities;
• Participates in the designing and implementation of an extension programme to support the implementation of the sustainable community-based natural resources management and promotes best management practices;
• Supports the development and dissemination of information and knowledge on products for fisheries.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in environment or natural resource management, fisheries, value chain development, nature conservation or any other subject related to the mandate of the Organization;
• Five years of relevant experience in technical cooperation, related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programmes;
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in technical cooperation, related activities, policy advice and analysis relating to food and nutrition security, fisheries and rural development, monitoring and evaluation of policies and programmes and/or providing technical support and advice on institutional capacity building processes;
• Extent and relevance of experience in establishing and maintaining partnerships with UN agencies, NGOs as well as donors and government institutions and agencies;
• Working knowledge of French is considered a strong asset.
