Organizational Setting
The FAO Representation in Mozambique (FRMOZ) assists the Government to develop policies, programmes and projects to address the root causes of hunger and malnutrition; develop the agricultural, fisheries and forestry sectors; and to use the environmental and natural resources in a sustainable manner. FAO participates in the development and implementation of field projects in the sectors of food security, agriculture and rural development.
FRMOZ is under the Subregional Office for Southern Africa (SFS).
SFS has been supporting a number of interventions linked to the Southwest Indian Ocean Fisheries Commission (SWIOFC). This project entitled ‘’A Partnership for Marine and Coastal Governance and Fisheries Management for Sustainable Blue Growth’’, will support through the SWIOFC and Nairobi Convention and its countries, collaboration between fisheries and environment sectors.
The main focus of this project lies in improving the coordination between fisheries and environmental management for the overall system to produce actual results on the ground. At the same time, it is essential that there be improvements on both fisheries and environmental management, where they can reinforce each other. The project will have three components/outcomes: i) resilience of livelihoods based on Western Indian Ocean (WIO) marine and coastal ecosystem and habitats enhanced; ii) coastal fisheries sustainably managed using the ecosystem approach to fisheries; and iii) coordination between fisheries and environmental management institutions enhanced at national and regional levels.
Reporting Lines
The Technical Adviser reports to the FAO Subregional Coordinator for Southern Africa.
Technical Focus
Coordinate technical and operational activities, monitor and ensure full implementation of the project inlcuding policy support.
Key Results
Comprehensive technical and policy expertise to support the planning, development and implementation of departmental/divisional programmes, projects, products and services in accordance with departmental/divisional objectives and FAO Strategic Objectives.
Key Functions
• Provides technical leadership assistance on the development, implementation and evaluation of assigned programmes/projects; assists in the review of relevant documents and reports; identifies priorities, liaises with relevant parties; identifies follow-up actions;
• Assists in the coordination of programmes and reviews the assessments of issues and trends for the implementation of programmes and projects and the preparation of impact evaluation or equivalent studies;
• Assists/supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications;
• Contributes to consultative and other meetings and conferences, including proposals for agenda topics, identifying participants, preparation of documents and presentations;
• Participates in activities such as structuring of training workshops and seminars; makes presentations on assigned topics/activities;
• Leads field missions, including provision of guidance to external consultants, government officials and other parties;
• Provides advice to the Chief Technical Adviser regarding the development of policies and strategies, as well as national protocols and guidelines for projects with specific domains related to FAO’s work.
Specific Functions
• Supervises the regional and  national project management units and ensures the overall technical quality as well as coordination and synergies between the activities under Components I and 2;
• Promotes, supports and coordinates the exchange of knowledge and experience among the SWIOFC/FAO and Nairobi Convention/United Nations Environment Programme;
• Monitors the progress of the project and prepares  annual work plans, budgets and expenditures;
• Coordinates  the preparation of Letters of Agreement and other contractual arrangements for implementation of project activities;
• Liaises with the funding partner and other projects, programmes and organizations in the region for work planning and coordination;
• Organizes the Project Steering Committee meetings and act as secretary of the meetings;
• Liaises with government authorities and reviews project activities by making regular visits to the participating countries; and plans and supervises communication and dissemination of project results and achievements in the participating countries and throughout the region.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in a field relevant to fisheries and coastal area management, climate change, environmental and biological sciences or equivalent professional experience;
• Seven years of relevant experience in fisheries management and environmental management, artisanal fisheries livelihoods and related topics;
• Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Relevance and extent of experience in working with intergovernmental bodies and multidisciplinary teams;
• Extent and relevance of experience in the management of complex fisheries and environment development projects or programmes in developing countries;
• Familiarity with both fisheries and environmental management concepts and processes;
• Extent and relevance of experience in fisheries management and environmental protection and management institutions;
• Extent and relevance of experience in management of UN or similar projects and processes is considered a strong asset.
