Organizational Setting
 As a facilitator of South-South Cooperation (SSC), FAO brings together countries that have development solutions with countries that are also interested in applying them. By bringing partners together, FAO supports SSC initiatives by: facilitating dialogue between governments, institutions, civil society and the private sector to reach consensus and coordinate policies, strategies and programmes for SSC; providing a framework for cooperation within which exchanges take place among countries, institutions, cooperatives, farmers and international organizations. Using this framework, FAO facilitates mutual learning and ensures that cooperating partners adhere to mutual commitments; offering technical oversight and ensuring international standards are adhered to or adopted in the formulation, implementation, monitoring and impact evaluation of all programmes/projects. FAO ensures that technology and knowledge are adaptable to local conditions and are environmentally and economically sustainable and socially inclusive; working through FAO’s extensive country level presence, allowing for engagement, support and follow-up with national authorities and other relevant stakeholders. In addition, FAO has extensive technical and outreach capacity to identify similar constraints and solutions among regions and across similar socioeconomic contexts; and mobilizing resources for and raising the visibility of South-South and Triangular Cooperation.
Within this framework, FAO Egypt had already initiated earlier south-south interventions involving the government of egypt in training individuals from other African countries. The FAO Representation in Egypt (FAO-EGY), with the support of the FAO Regional Office for North Africa and Near East (RNE) focal point, and the South-South and triangular cooperation Department (OSS), will be technically responsible for this exercise that will contribute in developing SSTC Egypt Strategy, Roadmap and Action plan. FAO is seeking a National Expert to support this exercise by undertaking/performing the tasks as described below
Reporting Lines
 Under the overall supervision of the FAO Representative in Egypt, technical support and supervision by South-South and triangular cooperation Department (OSS), in close consultation, collaboration and liaison with relevant line Ministries, (ex. Ministry of Foreign affairs, the Egyptian Agency for Partnership Development, ministry of Agriculture, etc.), concerned local authorities and FAO Egypt Office staff, the consultant will undertake a full-country assessment on the existing SSTC landscape in Egypt to better understand the current status of Egypt’s policies and legal framework; Institutional Arrangements for SSTC and Financial arrangements/procedures/mechanisms for SSTC and how to elaborate on the existing basis..
Technical Focus
 The incumbent will lead the process of assessing Egypt as a provider and a recipient,  planning and carrying-out required consultative/validation workshop and develop SSTC Egypt Strategy, Roadmap and Action plan
Tasks and responsibilities
The main tasks are to:
 In-depth assessment and analysis of Egypt’s capacity as a  Provider of SSTC to include the following:
Identify areas where Egypt has strong knowledge, technical competence, institutions related to Agricultural Value Chains (inclusive of livestock, forestry and fishery), Food Security and Nutrition that other countries could benefit from;
Develop a list of institutions, centers of excellence and think tanks that can serve as South-South Cooperation Partners from Egypt.
Full appraisal of Egypt’s capacity as a Beneficiary of SSTC to include the following:
Identify areas where Egypt’s agriculture sector development can benefit from the experiences of other countries through identification of innovative and solutions oriented technical/development cooperation exchanges.
Organizing consultations with all relevant key stakeholders in order to:
Develop innovative and solutions’ oriented technical cooperation areas in agriculture sector development (both for Egypt as a provider and beneficiary of SSTC);
highlighting and listing the countries, that are of interest to the national government for cooperation;
Identify funding mechanisms available for implementing and supporting SSTC Strategy;
Develop a strategy and roadmap for proposed future activities including a realistic work plan for Egypt (both as a provider and recipient).
Prepare and facilitate two workshops, an initiative national consultative workshop and a validation national workshop to discuss and verify the developed national SSC strategy for agriculture, roadmap of future activities and the attached action plan.
Perform other duties as may be required by the FAO representative or his team.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
 Advanced university degree in agricultural economics or related fields.
At least 10 years of relevant experience in sustainable development issues including strategies development and related action plans and roadmaps, and institutional issues (research and technology transfer, capacity building and extension) with focus on agriculture and rural development.
Experience in designing development programmes and strategies is a plus.
Working knowledge of English and Arabic language.
National of Egypt.
