Another UN implementing agency for FRESAN is UNDP which supports activities 3.3.1. (Promote the establishment and strengthen multi-level interinstitutional mechanisms for DRM) and 3.3.2 (Develop and implement a risk information system and early warning system for DRM). This project should contribute to the expected impact of the FRESAN Project, contributing to the result in “strengthening resilience, sustainable agriculture, food security and nutrition by disseminating methodologies and practices through Farmer Field Schools (FFS) in the context of climate change in the provinces of the Cunene, Huila and Namibe. The European Union and the Government of Angola have developed the Program “Strengthening Resilience and Food and Nutritional Security in Angola (FRESAN)”, to support the population of Southern Angola that has suffered the impacts of climate change, which increase their vulnerability and affect their livelihoods. FRESAN is aligned with the three strategic priorities established in the European Union’s National Indicative Program from 2014 to 2020, namely SO.1 – improving food and nutrition security (FSN) for vulnerable families; SO.2 Increasing the resilience of Family Farmers; and SO.3 – Strengthen the capacity of institutions, small farmers and agricultural extension agents in water and land management, nutrition, climate change and innovation.
The FRESAN program comprises four components. This project falls under Component 1: Strengthen the resilience and production of family farming in the context of climate change through the adoption and use of innovative technologies, practices and solutions to reduce vulnerability. In particular, the Project will develop Result 1.1 of the FRESAN program: Methodology and practices of disseminated agricultural and agro-pastoral schools, through the implementation of Activity 1.1.1: Implement and develop field schools for farmers and agro-pastoral field schools.
CTA will be responsible for the overall coordination of the project, in close collaboration with the Project Coordination Unit will be responsible for the operational planning, management and monitoring of all Project activities. It will provide technical support and ensure a smooth implementation of activities according to the Project’s results structure, work plan and approved budget in coordination with the M&E Specialist.
The project was declared effective in January 2020 and will be on implementation until December 2023.
Under these premises, FAO Angola plans to recruit a Chief Technical Adviser (CTA) as International consultant expert.
Reporting LinesThe international consultant will work under the overall supervision of the FAO Representation of Angola (FAOR), with direct support of the FAOR Assistant for Programme (A- FAOR-P) and the technical supervision of the FAO Lead technical Officer (LTO) and in close collaboration with the other members of the project preparation team and report to FAO and European Union (EU).
Technical FocusThe Chief Technical Advisor (CTA) will be responsible in coordination with all 03 National Project Coordinators (NPC) for the operational planning, management and monitoring of all project’s activities. He/She will provide technical support and ensure a good implementation of the activities in line with the project result framework, work plan and approved budget.
Tasks and responsibilitiesThe International expert will be responsible to supporting the Country Office mainly in the following tasks and duties described on the Project Document:
• Ensure that latest and best international practices and approaches are reflected in the design and planning of project activities;support the organization and implementation of the inception workshop and compile inception report in close cooperation with the• Ensure that the best and most recent international practices and approaches are reflected in the design and planning of project activities;• Contribute directly to all technical activities, such as Negotiations with partners and development of joint work programs and budgets;• Analyze training materials and technical options for the implementation of field schools focused on improving the nutrition of the beneficiary communities;• Create, through targeted training, of national specialists within the framework of the innovative methodologies introduced by the Project and a worthy investment to guarantee the sustainability of the results;• The necessary flexibility in the complementarity of the implementation and monitoring systems that can best be achieved through an appropriate institutional configuration;• Ensure that at Farmer Field School (FFS) there is an extension approach capable of training and equipping small farmers with improved agricultural practices aimed at nutrition;• Prepare annual work plans in collaboration with NPC, PCU and LTU;• Support real-time monitoring of the progress of the project and alert BH and LTO to possible problems that could result in delays in implementation;• Provide technical advice as needed to project specialists, consultants and help organize and supervise consultants’ contributions• Support the organization of regular training, including the training and refreshing of the master trainer, and the coordination of high level events for the interested parties;• Propose an approach for knowledge management and sharing, and for the identification and dissemination of lessons learned• Provide capacity development at work for all members of the PCU;• Communicate, defend and engage in the implementation policy dialogue;• Support all aspects of the day-to-day execution of the project;• Provide technical advice and assistance in the intermediate and final evaluations of the project;• Support the NPCs in reporting on the progress of the project and contribute to the development of semiannual PPRs and annual PIRs;• Implement two visits to exchange knowledge and experiences with successful FFS programs in countries in the region;
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements• Advanced university degree in a field related to economy, social sciences, agronomy sciences, rural development, food sciences, environment management, international relations and cooperation, development and/or other relevant fields;
• At least 5 years of experience in cooperation, rural development projects, with local communities and/or in the agricultural sector• Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian).

Selection Criteria• Extent and relevance of experience in Rural projects
• Extent and relevance of experience in project management and in particular results-based management• Familiarity with FAO strategic objectives and their alignment with SDGs• Knowledge of FAO’s project management systems is an asset.
Additional Selection Criteria• Knowledge of Portuguese is strongly recommended
• Experience in more than one location and, in particular, in Portuguese speaking countries, including Angola, will be an asset.
