Context:
Under the direct supervision of the Regional Director for East and Horn of Africa at the Regional Office (RO) in Nairobi, the technical supervision of the Emergency Operations Health Officer in Headquarters (HQ), and in close coordination with the Migration Health Department (MHD) emergency team in HQ, the MHD focal points and relevant colleagues in the Department of Operations and Emergencies (DOE) at the country, regional, and global levels, the successful candidate will contribute to strengthen the organizational capacity to respond to humanitarian and public health emergencies across regions in the African continent, through staff capacity building for rapid response and assessment, and the development of an effective IOM’ health information system. S/he will also be deployed as a rapid response officer, as needed; in the case of a public health emergency.
Core Functions / Responsibilities:
1. Assist Governments, partners and IOM Missions with strategic and technical guidance for emergency health programming and health system strengthening activities regionally, including outbreak preparedness and response. This includes building IOM’s capacity to work alongside governments in conducting public health risk assessments, identifying procurement and logistics needs for emergency health responses, developing various Standard Operating Procedures (SOP), harmonized across the region to ensure quality control and assurance is mainstreamed at the regional and country levels, using international standards and building upon best practices. Monitoring will include remote guidance as well as in-country support, potentially for extended periods of time.
2. Assist governments and partners in the region in addressing health issues associated with population mobility in the context of emergencies as well as developing responses to disease outbreaks and close interlinkages with human mobility, etc.
3. Engage with IOM Missions to develop and coordinate IOM Emergency Preparedness and Response (EPR) plans for disease outbreaks and natural disasters in coordination with Government authorities, national and regional health actors. This includes adherence to IOM’s Heath Border Mobility Management (HBMM) framework and its links to International Health Regulations (IHR) and Global Health Security Agenda (GHSA).
4. Identify staff capacity building needs for emergency health programming, provide technical support through a combination of formal trainings and on-the-job mentoring. Assist MHD HQ and Regional Offices to roll out the IOM Health in Emergencies training more broadly.
5. Provide technical support on in the development of a Performance Monitoring Framework for emergency health interventions, specifically aiming at increasing effectiveness, improving quality of care and recommending detailed action plans for implementation.
6. Guide MHD in engaging and coordinating with country and regional humanitarian and health coordination mechanisms/forums both on IOM’s emergency preparedness and humanitarian responses and take a leading role in linking health with other IOM-led sectoral activities with an emergency response.
7. Collaborate with Migration Health Regional Thematic Specialists and IOM Health Assessment Programme Coordinators to support the development of cross-regional technical emergency health projects and programmes ensuring that they are:
a. consistent with IOM’s policies, thematic guidance notes and any relevant national policies and/or regional strategies; b. coherent, relevant, and feasible, and consider good practices in the area of migration health; c. developed and implemented according to IOM’s project development procedures as established by the IOM Project Handbook and related Standard Operating Procedures (SOPs).
8. Maintain a high level of science, global and public health methods expertise, and ensure that analysis and sharing of health data of significant relevance stemming from IOM emergency health programme is maintained. Identify emerging issues to ensure that IOM programmes are based on scientific evidence. Contribute to periodic technical updates and documentation/ dissemination of best practice materials.
9. Represent IOM at relevant coordination meetings in international fora or, if indicated, lead the response in country and liaise closely with key partners. Liaise with other IOM colleagues within and outside the health sector for mobility and health-related matters across the continent (e.g. Displacement Tracking Matrix, Voluntary Humanitarian Return operations, etc), as well as with
health sector partners to ensure implementation of standardized emergency health programming, including outbreak preparedness and response.
10. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Degree in Medicine, Nursing, Public Health or other relevant Health Sciences from an accredited academic institution with a Master’s Degree in Public Health or Epidemiology from an accredited academic institution with seven years of relevant professional experience; or
• University degree in the above fields with at least nine years of relevant professional experience.
• An additional qualification in clinical medicine, tropical medicine, infectious diseases, maternal and child health or public health an advantage.
Experience
• At least five years of work experience at an international level, preferably involving migration health issues;
• Work experience in resource-limited settings or, in particular, in Ebola, Cholera or similar outbreaks is advantageous;
• Experience in managing significant and complex emergency health programmes;
• Demonstrated experience in emergency response and coordination, design and delivery of humanitarian assistance in complex environments;
• Experience in Point of Entry and IHR are advantageous;
• Proven capacity and vision to develop and implement programmes in the area of migration and health;
• Sound experience working with international organizations, regional organizations, ministries of health and other governmental entities, the private sector and civil society;
• Proven experience in communicating scientifically to specialized audiences;
• Knowledge of monitoring and evaluation;
• Superior reporting and writing skills;
• Ability and willingness to travel to various locations within the African continent.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French, Arabic, Swahili and/or Spanish is an advantage.
