Organizational Setting
 The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist Governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
The FAO Representation in South Sudan is organized around three main units: Programme, Operations and Administration. The current portfolio of projects in South Sudan includes activities related to agriculture, livestock, fisheries and natural resource management, and is implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country’s programme and portfolio as foreseen in the projects.
Reporting Lines
 The Programme Specialist will work under the overall supervision of the FAO Representative and the direct supervision of the Programme Officer. The Consultant will on a day to day work closely with the relevant Technical Units at FAO country office, headquarters, RAF and SFE, and the Lead Technical Officer and line government ministries in South Sudan
 Technical Focus
 Provide technical support for the Project implementation in the area of specialization such as Rule of law, project implementation, support and monitoring or Donor liaison
Tasks and responsibilities
 Draft, revise, finalize and timely submission of key resource mobilization documents in line with FAO’s standards, Strategic Objectives and aligned to Government of South Sudan and Resource Partners priorities;
Write and edit various documents in English relevant to the work of FAO, including country briefs, programme updates, analytical notes, inputs to publications and others;
Support coordination and tracking of activities related to funding (programme/project planning, implementation, progress reporting etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.);
Liaise with Field-level Resource Partners, FAO departments and decentralized offices, as necessary, on issues related to development and implementation of FAO South Sudan programme;
Liaise with the agencies of the UN system, recipient government officials, NGOs and other partners and stakeholders, as required;
Develop, adapt and support the implementation of relevant planning, programming and monitoring tools
Develop and maintain an overview of the agriculture and food and nutrition security priorities for humanitarian and development by existing and potentially new resource partners for FAO South Sudan;
Participate in and make presentations on assigned topics/activities;
Participate in field missions in order to conduct programme review, obtaining lessons learned for guiding priorities, observing adherence to resource partner plans, etc.;
Perform other duties and responsibilities as needed
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 Minimum Requirements
University degree in one of the following fields; Rural development, agricultural economics, International Relations or Social Sciences or other fields related to the FAO mandate;
At least 3 years of relevant experience in either project design, reporting, Rule of Law, project support/implementation and donor liaison
Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.
