Organizational SettingThe main aim of the FAO country offices, which are headed by an FAO representatives, is to assistant governments to develop policies , programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

The FAO Representation in South Sudan is organized in three main units: programme, Operations and administration. The current portfolio of projects in South Sudan includes activities related to Agriculture (crop), Livestock, Fisheries, Natural Resource management, Food information systems and is implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country’s programme and portfolio as foreseen in the project he/she will coordinate and be assigned.
Reporting LinesThe Partnerships and Engagement Specialist reports to the FAO Representative.

Technical FocusComprehensive services on networking and Partnerships; increase and strengthen Partnerships and knowledge networks within and outside the Organization, with national, regional and international development partners, NGOs, and private sector, to support country-level actions guided by FAO’s Country Programme Framework (CPF).

Tasks and responsibilities· Assist to the development and implementation of the FAO Strategy for partnerships with non-state actors and the FAO Strategy for partnerships with the private sector;

· Implements and monitors collaborative work with partners, including meetings, joint projects, information sharing, etc.;
· Provide advice and maintains an oversight role on the activities implementation by partners in consultation with Project Managers and Responsible Officers;
· Identifies and analyses new strategic Partnership opportunities and nurtures existing Partnerships in the area of food security and nutrition, advocacy, innovation and programme implementation and monitors Partnerships activities at the national level;
· Guide Project Managers in the call for Expression of Interest (EOI) and Call for Proposal (CfP), support the evaluation of Technical proposals to identify the Service Providers and finalizing draft LOA;
· Play key role on budget negotiation supporting the Responsible Officers with the Partners for finalizing LOA budget.
· Maintain the LOA tracking table in close cooperation with the Project Support unit and Project Managers to assist timely trigger on the reports and payments;
· Analyses the quality, consistency and appropriateness of country- specific partnership materials, activities, processes and messages shared with partners;
· Oversees and reviews the quality, consistency and appropriateness of country- specific partnership materials, tools and processes;
· Lead in updating and maintaining the Risk register database and updating in PIRES;
· Perform other related duties as requested.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements   Advanced Degree in Governance and Development, Finance, Business Administration, Accounting, Strategic Management or other related courses.
At least five years of relevant experience in management of complex projects on livelihood diversification, value chain, rural business development and agricultural marketing preferably in Fragile or conflict affected states.Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian)

Extent and relevance of experience in field programme/project operations in the food security and agriculture sector.
Familiarity with FAO’s Project cycle guidelines and knowledge of FAO processes and administrative systems are considered a strong asset.Extent and relevance of experience in liaising with international donor organizations and development partners and in preparing proposals for funding, monitoring budgets and preparing financial reports in donor specific formats.Extent and relevance of experience in programme/project management Ability to plan, organize, implement and reports on work.Good knowledge of UN system, procedures and operation activities is an advantage
