 Organizational Setting
  Mozambique’s forest and wildlife resources are threatened by deforestation, forest degradation and forest fires, mainly caused by shifting cultivation, illegal logging, poaching, and uncontrolled firewood and charcoal production. As a means to address such challenges, the Government of Mozambique has expressed a significant level of commitment and ambition to promote sustainable forest management, reduce deforestation and increase forest cover, while contributing to biodiversity conservation. Mozambique’s Forest Investment Plan (MOZFIP) provides a framework for channeling international support to the country’s commitment for forest sector reform and transformational change, through national-level activities to improve the enabling environment towards the aim of reduced deforestation and on-the-ground investments in two targeted landscapes (the Cabo Delgado and Zambézia provinces).
The project focuses on five (5) components, namely: (i) Forestry sector 20-year vision, strategy and action plan transparently and participatory developed and underpinned by a revised institutional and policy framework; (ii) Transparency, accountability, equity and overall sustainability of forest production is ensured through revision of forest concessions institutional framework; (iii) National forest sector planning and management are enhanced based on relevant and accurate information and data available through a Forest Information System; (iv) National Directorate of Forest (DINAF) staff and other stakeholders are empowered and have the knowledge, skills and capacity to manage the national forest endowment based on best forest management principles and; (v) Project Monitoring and dissemination of results.
FAO is the lead United Nations (UN) agency for agriculture, forestry, natural resources management and rural development. In Mozambique, FAO has a long history of working for the development of the forest sector including assisting with the development of the first national forest inventory in 1980. The Government of Mozambique and the World Bank have acknowledged FAO’s extensive experience in carrying out forestry activities both at the national and international level, and confirmed FAO’s support for technical assistance in MOZFIP activities.
The consultant will support the delivery of the third component of the project focused on the development and implementation of a Forest Information System for the Ministry of Land, Environment and Rural Development that contributes to enhance national forest sector planning and management by making relevant and accurate information and data available.
Reporting Lines
The consultant will work in close collaboration with other national consultants involved in the development of the Forest Information system (FIS), Under the supervision of the Chief Technical Advisor (CTA) and/or Budget Holder (BH) and in close collaboration with the National Directorate of Forest under the Ministry of Land, Environment and Rural Development (DINAF) and FAO Forestry Department. The consultant will report directly to the CTA.
Technical Focus
The consultant will collect business requirements from the users, evaluate them and translate them into programming language. He/she will be responsible for continuous updating of system documentation as well as product quality assurance through functional testing on the application.
Tasks and responsibilities
The consultant will:
Interact with internal and external project stakeholders to collect requirements;
Conduct analysis of requirements, design, modeling and specification of the systems, and develop prototypes of functionalities;
Conduct analysis of professional application solutions that matches local requirements and can be adapted as modules to the system under development;
Conduct analysis of requirements for interfaces between existing data sourcing solutions that integrates geographic system components;
Assist in the development and execution of a delivery environment platform, required server management structure, for secure data sourcing network;
Document user requirements and prepare user manuals;
Develop and execute test plans and test cases;
Perform functional testing of the applications;
Conduct trainings for end users;
Participate in the development of the applications
The following outputs will be expected from the consultant on a quarterly basis: Business Model Document, User-Case Specifications, Specification of Business Rules, Testing Plans and User Manuals.
 CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 Minimum Requirements
 University degree/technical diploma in Computer science or related fields, with at least 5 years of proven experience in developing mission-critical web applications;
Experience in the JAVA platform, UML, SOA and REST;
Formations or certifications in Scrum and International Software Testing Qualifications Board ISTQB;
National of Mozambique or resident in the country.
