Organizational Setting
In 2008-2009 the Government of Egypt (GoE) formulated the “Sustainable Agricultural Development Strategy Towards 2030” (SADS 2030) in close collaboration with FAO. Developed in the aftermaths of the food price crisis, the major thrust of SADS 2030 was mostly improving the efficiency of the agricultural sector and raising Egypt’s degree of food self-sufficiency. Following its completion, significant developments have occurred both at world and country level. In 2015, the Sustainable Development Goals (SDGs) were formulated signalling to the world the need to shift onto a more sustainable path, by tackling some of the more pressing challenges facing the world with emphasis on eradicating poverty and hunger. The SDGs coincided with Paris Agreement on climate, which provides a set of common standards to mitigate and adapt to climate changes. At country level, challenges emerging from high levels of poverty, persistent food insecurity and malnutrition, and increased pressure on natural resources due to population growth and inadequate technologies and practices cannot continue to be addressed with a business-as-usual mind-set. Considering these developments, on July 5th 2018 the Ministry of Agriculture and Land Reclamation (MALR) expressed its interest in updating the SADS 2030 and asked for FAO assistance.
The FAO Representation for Egypt (FAO-EGY), with the support of the Investment Centre of FAO (TCI) and Statistics Division at FAO (ESS), will be technically responsible for this exercise that will draw and build on the work undertaken to date and lead the process of reviewing the SADS 2030 and developing the related Plan of Action for Agricultural Development (PAAD).
Reporting Lines
Under the overall guidance/ supervision of the FAO representative, the National Specialist in Social Inclusion (SI specialist) will be under the direct supervision of RNE Policy officer and will be working closely with the FAO Representative Program Assistant, as well as with all FAO office staff and all other stakeholders and Governement counterparts that are involved in in the update of the SADS 2030.
Technical Focus
SADs is a requirement by the corporate CPF guidelines and its update will indeed contribute in updating the current CPF when time comes. This will indeed help to Inform FAO country level planning and programming in line with national development priorities and FAO’s mandate and strategic framework and UN SDGs; and facilitate FAO reporting the UN Country team when it comes to achievements related to UNDAF and linkage to SDGs. .
Tasks and responsibilities
Under the overall guidance/ supervision of the FAO representative, the National Specialist in Social Inclusion (SI specialist) will be under the direct supervision of RNE Policy officer and will use the SADs 2030 as a basic documents to prepare the requested update. The SI National specialist will have the main responsibility, in close collaboration with the W&L National expert and the direct supervision of the Team leader, to liaise and coordinate between the FAO-TF and the National Project Coordinator, facilitating consultations with stakeholders, ensuring technical inputs (e.g. background papers) delivery by the Technical Working Groups, and providing technical support as required in the specific field of his/her expertise. More specifically, the SI national specialist will
The main tasks are to:
Before the missions:
– liaise with the National Project Coordinator to establish effective interaction modalities between the FAO-TF and the PSC;
– review the SADS 2030, previous strategies and other relevant policy documents including related strategies in other sectors;
– contribute to identify studies and knowledge gaps on issues relevant for the SADS 2030 review;
– Assist the thematic working groups in identification and formulation of the relevant questions;
– contribute to the identification of relevant stakeholders to be involved in the process of SADS 2030 review;
– contribute in discussing/identifying critical issues with TWGs;
– contribute to provide preliminary recommendations for SADS 2030 update and improvement.
During and after the missions in the country:
– effectively liaise with the National Project Coordinator to ensure a smooth interaction between the FAO-TF and the PSC;
– organize and coordinate all technical activities that will take place in country ensuring an effective implementation of the work plan;
– supervise the work of the TWGs providing technical support as required;
– contribute to the discussions with MALR and main consultations with relevant stakeholders;
– ensure that technical inputs (e.g. background papers) will be timely delivered by the Technical Working Groups;
– contribute to the process of quality assurance of intermediate outputs (e.g. background papers) and final outputs;
– contribute to the identification of the RSADS 2030 architecture;
– contribute to revise the work plan as required;
– Elaborate end of assignment report BTO Reports.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in Gender studies, Sociology, Social Sciences or other related disciplines with a focus on gender issues.
• 7-10 years of relevant experience in gender assessment and planning, and capacity building for gender mainstreaming with focus on agriculture and rural development
• Excellent knowledge of English and preferably Arabic
• National of Egypt or resident in the country.

• Excellent knowledge of the key gender equality, social equity and women’s empowerment issues in Egypt in the context of agriculture and rural development

• Significant experience in analysing and integrating the perspective of gender equality in programme formulation in the context of agriculture and rural development and experience in socio-economic and gender analysis
