Organizational setting
FAO Representation in Libya is responsible for leading FAO’s response to national priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the country.
The assistance provided by FAO to Libya follows five strategic priorities: Sustainable increase in crop productivity and raising levels of food safety and phytosanitary standards; Sustainable and healthy improvement in livestock productivity; Increasing exploitation and sustainable development of fisheries and marine resources; Expansion of the use and sustainable management of natural agricultural resources; Knowledge management, capacity building and improvement in services to support the agricultural sectors.
Under the Direct supervision of the Head of Office, FAO Representation in Libya, and the technical guidance of the Plant Production and Protection Officer for North Africa (SNE), Regional Office for the Near East and North Africa (RNE), and in close collaboration with the other implementing partners, the Consultant will undertake the following duties
Reporting Lines
 The National Consultant will report directly to the Head of Office, FAO Representation in Libya.
Technical Focus
 The NPC will be responsible for the general project oversight and relations between FAO on one side, and the Ministry of Agriculture and other stakeholders on the other, with the aim of ensuring appropriate coordination and implementation of all the components, while also participating directly in project activities. He/she reports to FAO.
Tasks and Responsibilities:
The NPC will perform the following duties and responsibilities:
Prepare, with inputs by the project staff, a project inception report and formulate the detailed work plan for the entire project;
Ensure the general oversight of the project and the timely and quality implementation of the project work plan;
Convene the meetings of the PSC, chaired by the Deputy Minister of the Ministry of Agriculture or his designated alternative;
Liaise with the FAO office in Libya for the coordination with the selected implementing partner(s);
Be responsible, in coordination with the implementing partner(s), for the timely preparation and submission of quarterly Project Progress Reports to reflect all activities implemented compared with the work plan;
Be responsible for the set-up and management of the project national technical, managerial, and administrative monitoring system;
Provide recommendations for possibly required corrective measures during the implementation phase, and lessons learned and national follow-up actions upon evaluation at the project closure;
Act as a Secretary for the PSC, i.e. contribute to the organization of meetings, hold responsibility for the timely compilation, clearance by all concerned parties and distribution of the PSC minutes of meetings;
Conduct, at the end of the project, in collaboration with FAO, an assessment of the results achieved by the project and present proposal(s) for follow-up by the Government; and
Contribute to the preparation of the project progress and final reports

Minimum Requirements
Advanced university degree (Masters’ degree or equivalent degree) in agronomy or agriculture-economy or related field.
At least 7 years of relevant professional experience.
National of Libya or a resident with a regular work permit;
Working knowledge of English and Arabic;
