Organizational Setting
The main aim of the FAO country office is to assist governments to develop policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
The current portfolio of activities of the FAO Representation in Ethiopia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, nutrition, value chain, marketing, agri-business and land administration. FAO is also implementing several emergency, resilience-building and development interventions, with the support of its six sub-national offices and in partnership with local Bureaus of Agricultures and Livestock and NGOs.
Reporting Lines
The Monitoring and Evaluation Specialist will work under the overall guidance of the FAO Representative of Ethiopia and under the direct supervision of the International Monitoring and Evaluation Specialist, and in close collaboration with all office FAOR units.
Technical Focus
Monitoring and Evaluation of FAO Ethiopia programme and projects.
The objective is the development and implementation of coherent, integrated and effective monitoring and evaluation framework
Tasks and Responsibilities
Undertake field visits to monitor the progress of FAO interventions;
Provide regular updates to the Disaster Risk Management Agriculture Taskforce(DRM-ATF) ;
Design data collection tools for use of FAO projects and programmes
Assist in maintaining project dashboards are up to date;
Maintain information records and monitoring plan documentation, such as project beneficiaries, Dashboards, project indicators, risks and assumptions;
Assist in the preparation of work plans for monitoring the progress and evaluation of the impact of all FAO managed interventions;
Assist in identifying indicators to be used for monitoring progress and assess the impact of all FAO managed interventions;
Assist in the design of data collection methodologies (sentinel surveys, household surveys, community interviews, key informants, Focus Group Discussions) and data collection instruments;
Liaise and maintain relationships with technical level staff of implementing partners;
Contribute to periodic reports on the progress of FAO managed interventions;
Perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
Candidates should be nationals of Ethiopia
University Degree in Agricultural Economics, Environmental Science, Business Management, Statistics or other closely related field.
Two years of relevant experience in the fields of Monitoring and Evaluation of projects and  Knowledge Management;
Familiarity to work with UN agencies, Government and other partners under joint programs
Working knowledge of English and local language, Amharic

Selection Criteria
Extent and relevance of experience and knowledge of Monitoring and Evaluation tools;
Extent and relevance of experience in developing M&E tools and information materials;
Extent and relevance of experience in undertaking data analysis, developing online data collection tools
Familiarity to work with UN agencies, Government and other partners;
Ability to work under pressure and willingness to travel frequently to rural areas of Ethiopia;
Demonstrated capacity to write technical reports in English;
Strong communication (oral and written, English and local language, Amharic) and interpersonal skills.
Proficiency with Geographic Information System GIS, project management, Computer Aided Questionnaire design software is desirable;
Proficiency with Statistical Package for the Social Sciences(SPSS), R or other statistical packages is desirable.
