Organizational SettingThis position is located in Mogadishu, Somalia.

Reporting LinesThe position is under the overall guidance of the FAO Representative in Somalia, the direct supervision of the head of the programme and in close collaboration with the Programme, Operations and Administrative Units, in consultation with the relevant Technical Units and Cooperate Services at FAO headquarters, RAF and SFE, respectively.

Technical FocusThe Fisheries Sector Coordinator will lead and coordinate the operational and programmatic function of the fisheries field programme including emergency and development projects, provide strategic policy, political, programmatic and operational support to the FAO Representative in Somalia.  S/he will establish and maintain relations with government and external public and private sector actors operating in Somalia, and monitor the developments affecting fisheries.  At project level the Fisheries Sector Coordinator will have direct responsibility for the implementation of the Resilient Fisheries and Livestock Value Chain for inclusive and sustainable growth in Somalia – (RAAISE Growth in Somalia) and play a coordinating role in other key interventions. 

Tasks and ResponsibilitiesLead, guide and coordinate the FAO Somalia Fisheries Sector in both development and emergency components and implementation of fisheries programs and projects in Somalia;
Take on full responsibility for development of the Somali National Fisheries masterplan, including development of concept notes and project proposals to develop the fisheries sector in Somalia, recruitment of contributing authors, liaison with the Federal Ministry and overall editing of this key document;Participate in FAO senior management meetings as required;Lead and oversee the interactions of the sector with federal government and state ministers of fisheries, and other ministries as may be required;Maintain regular dialogue with NGOs, UN agencies and other stakeholders, with the aim of improving project performance and delivery of projects in a technically sound and sustainable manner;Develop and manage coordination mechanisms (including responsibilities and reporting lines) within FAO Fisheries Sector, nominating focal points and hold monthly team meetings to harmonize project implementation, and monitoring and evaluation;Prepare technical briefs for high level decision-makers on areas of interest to fisheries in Somalia;Represent FAO in formal and informal technical working groups, including but not limited to the Fisheries Donor Working Group (Somalia), IUU Fishing Task Force/WG and SMA Working Group;Ensure timely dissemination of required information to the donor community, UN agencies, NGOs, national authorities and all partners involved in the fisheries sector development and support;Represent FAO Somalia at high level dialogues and meetings in Somalia and beyond;In full coordination and collaboration with relevant FAO teams, liaise with donors with regard to resource mobilization, implementation and reporting;Contribute through the preparation of documents and other materials to the preparation and implementation of the 2021-2025 FAO Somalia Country Programme Framework and other high level coordination documents in FAO or the UN;Assume particular responsibility for the implementation of the RAISSE project in collaboration with relevant Project staff;Carry out other related duties as required or requested by the Supervisor.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum RequirementsAdvanced university degree in Marine Biology, Fisheries Science, Fisheries Economics or related field.
At least 12 years of relevant experience in fisheries project implementation.Working knowledge of English and limited knowledge of French, Spanish, Arabic, Chinese and Russian.

Technical/Functional Skills  · Work experience in more than one location or area of work;

· Extent and relevance of experience in scientific/technical work related to the interaction between fisheries and development/resilience and/or food security;
· Extent and relevance of experience in implementing countrywide fisheries projects in cooperation with government entities, other UN agencies and NGOs;
· Familiarity with coastal communities and/or with fisheries co-operatives in Somalia, especially women’s groups in Somalia;
· Experience with FAO, United Nations, NGOs, EU or other similar partners will be a definite asset.
Selection CriteriaExtent of experience in fisheries programming;
Proven track record of writing proposals;Proven track record of fundraising;Clear track record of building partnerships with ministries, donors, other agencies and private sector entities.
