Organizational Setting
FAO Somalia is the lead technical agency of the United Nations supporting the management and development of the fisheries sector in Somalia. FAO receives funding from a range of international partners and donors to implement activities in Somalia. Both emergency and development projects exist within the current portfolio of interventions across Somalia and target both marine and inland fisheries.
Technical Focus
Under the overall supervision of the FAO Representative in Somalia and the technical supervision of the Fisheries Officer.
The Fisheries Consultant will be the key part of the implementing team to ensure timely delivery of project results to an international standard and in line with national goals and objectives. More specifically the duties and responsibilities of the Fisheries Consultant will include:
Tasks and responsibilities
Facilitate and support all aspects of programme implementation in Somalia;
Act as Focal Point and first point of contact for the programme for stakeholders and interested parties from the field;
Maintain strong working relationships with all stakeholders (particularly Ministries and co-operatives, local authorities, elders etc) in Somalia and ensure their active involvement with programme interventions;
Ensure regular communications with Ministry of Fisheries and Marine Resources (MFMR) at State and Federal level, to integrate FAO lead activities harmoniously within the development plans and objectives of the Ministries;
Establish dialogue with fishermen, fisherwomen, fish vendors, fisher folk associations and coastal communities in general, to develop an understanding of local requirements, constraints and issues to be consider through project activities;
Support the strengthening of women’s groups in fisheries in coastal communities recognizing their role in community life and decision-making;
Supervise and support contracted NGOs implementing project activities in the project area;
Represent FAO at public meetings and other gatherings as required;
Responsible in the preparation of technical reports, contracts and procurement requisitions;
Conduct participatory field work, research and consultations in coastal fishing communities;
Collect, analyse and report fisheries data;
Facilitate, usually with other members of the Project Team, meetings and trainings in communities and other locations;
Prepare workshop and training reports as necessary;
Assist and facilitate with all aspects of procurement procedures and deliveries to the field;
Assist national staff with all aspects of reporting and monitoring of various project activities;
Assist with compliance to FAO procedures for national staff during duty travel and field financial disbursements;
Complete preparations and facilitate Missions and inputs from national and international consultants in field work;
Assist the Fisheries Officer in overseeing all aspects of the FAO Somalia Riverine Fisheries work
Prepare progress reports as well as a final detailed and budgeted project proposal at the end of the assignment to be presented to the FAOR Somalia;
Support advocacy activities against piracy in project locations;
Perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
Advanced university degree in Marine Biology, Fisheries Science, Fisheries Economics or related field. Qualification in another relevant subject area may be considered.
At least 5 years of relevant experience in fisheries project implementation;
Working knowledge of English and limited knowledge of one of the other FAO official languages: French, Spanish, Arabic, Chinese, Russian.

Work experience in more than one location or area of work, particularly in field positions is desirable;
Extent and relevance of experience on scientific/technical work related to the interaction between fisheries and development/resilience and/or food security;
Familiarity with relevant UN and other international organizations active in Somalia and the sector;
Extent and relevance of experience in the preparation, editing and publication of technical documents and reports
Extent and relevance of experience in collecting and analysing information and data.
Experience in coastal communities and/or with fisheries co-operatives in Somalia, especially women’s groups in Somalia;
Knowledge of fisheries or natural resource management, or food and nutrition sciences, as demonstrated through employment or voluntary service, will be considered a valuable asset;
Track record of successful implementation of similar assignments;
Experience with FAO, United Nations, NGOs, EU or other similar partners will be a definite asset;
